한반도 정전체제의 고찰: 구조적 이해와 동학을 중심으로

A Study on the Korean Armistice System Based on Structural Understandings and Dynamics

본 연구는 한반도 정전체제의 구조와 동학을 기반으로 한반도에 유지되어 온 정전체제를 통시적으로 고찰한다. 정전체제는 6·25전쟁 이후 지금까지 한반도의 질서를 규정해 왔다. 정전체제는 동북아 차원 그리고 한반도가 연계된 다층적 구조로 형성되었으며 정전체제가 유지된 주된 방식은 한반도 내에서 남북한 사이의 균형을 달성하려는 움직임이었다. 전쟁이 발생할 당시 열세했던 한국군의 전력은 미군을 비롯한 국제연합군의 참전으로 보완되었고 북한에 비해 우위에 서게 되었다. 그러나 중국이 개입함으로 인해 공산 측이 일방적인 열세에서 벗어났다. 정전은 한반도에 투사된 양 측의 전력이 균형을 이루면서 달성되었다. 정전체제 초기 균형은 미국과 중국이 대한민국과 북한을 지원함과 동시에 도발을 억제하는 형태로 유지되었고, 데땅트 시기에 미국과 중국은 한반도의 두 행위자에게 화해를 요구하였다. 탈냉전기에 한국은 북한에 비해 월등한 경제력을 보유하고 소련 및 중국과 차례로 외교 관계를 맺어 우위를 점하였으나 북한이 핵무기를 개발함으로써 다시금 균형을 이루었다.

This study aims to shed light on the Korean Armistice system from a structural perspective. The Armistice system has regulated order on the Korean Peninsula for more than seven decades. It is characterized by a multi-layered structure consisting of both regional and local dimensions. The main mechanism of the system is to maintain a balance between the two sides on the peninsula. At the beginning of the Korean War, the lack of capabilities of the Republic of Korea was compensated for by the participation of United Nations forces, including the United States, which helped counter North Korea’s initial advantage. However, the intervention of China allowed the Communist side to avoid defeat. The armistice was concluded as a result of the equilibrium of power projected onto the Korean Peninsula. In its early years, the Korean Armistice was maintained by the great powers, who exercised strict control over their client states to prevent the outbreak of another war. During the period of detente, the great powers even encouraged their partners to pursue rapprochement. After the end of the Cold War, the Republic of Korea appeared to gain the upper hand over North Korea through diplomatic ties with the USSR and China, as well as enhanced economic capabilities. However, North Korea sought to restore the balance in the Armistice system by developing nuclear programs.
