AI 기술의 테러리즘 오용 가능성과 대응 전략: GTD 기반 중심으로

The Potential Misuse of AI Technologies in Terrorism and Counterstrategies: A Focus on the Global Terrorism Database (GTD)

인공지능(AI)기술이 발전하면서 AI에 대한 접근이 용이하고 AI 활용도 편해졌다. 이런 사용자 친화성으로 AI가 테러를 자행하는 조직이나 단체들에게도 쉽게 사용될 수 있는 환경에 놓이게 되었다. 미국에서 발간한 글로벌 테러 DB인 GTD를 활용하여 키워드 기반 AI 관련 테러를 추출하였다. 추출한 데이터를 분석한 결과 공격유형에서는 폭탄에 의한 공격과 자살공격 유형이 많았으며, 발생국가는 중동을 포함한 동남아지역에서 많이 발생되었다. GTD 데이터를 활용한 인공지능 테러발생을 참고하여 인공지능이 테러나 테러조직에서 잘못 사용되지 않도록 대응전략을 기술적 측면과 정책적 측면으로 대별하여 제시했다.

As artificial intelligence (AI) technology advances, AI is becoming more accessible and AI usability is also excellent. This user-friendliness has led to an environment where AI can be easily used by organizations or groups that commit terrorism. We extracted AI-related terrorism based on keywords using GTD, a global terrorism database published in the United States. As a result of analyzing the extracted data, bomb attacks and suicide attacks were the most common attack types, and many of them occurred in Southeast Asia, including the Middle East. Based on the occurrence of AI terrorism using GTD data, we presented a response strategy divided into technical and policy aspects to prevent AI from being misused by terrorism or terrorist organizations.
