경찰에 적합한 재난안전교육 체계 개발 필요성에 관한 연구

범죄는 발생하지 않도록 예방하는 것이 가장 중요하다. 그래서 자치단체는 CCTV나 가로등을 설치하고 경찰은 다양한 순찰 활동을 통해 범죄예방을 위해 노력하고 있다. 마찬가지로 재난도 발생하지 않도록 예방하는 것이 가장 좋다. 하지만 범죄와 마찬가지로 재난도 모두 예방할 수 없다. 우리는 그동안 정말 많은 대규모 재난 인명피해를 겪어왔다. 최근 발생한 지하철 방화 사건에서도 볼 수 있듯이 철저한 법적 대비와 국민적인 의식 수준의 향상으로 거의 대다수 재난을 얼마든지 예방하고 빠르게 대응할 수 있다. 예방, 대비, 대응, 복구는 재난에서 기본적이고 아주 중요한 순환 체계이다. 이번 사건을 통해 의지만 있다면 어떤 경우이든 인명피해를 막을 수 있다는 사실을 경험했다. 안타깝지만 재난은 당장 오늘, 아니면 내일, 아니면 가까운 미래에 언제든지 발생할 수 있다. 재난에 대한 안전불감증과 법제도 및 실무적 미비점은 언제나 우리에게 끔찍한 결과를 가져올 수 있다. 이를 대비 및 대응하기 위한 조직과 예산 및 법제도가 상당히 보완되고 정비되었음에도 재난이 지속되는 이유를 이제는 고민하고 되돌아볼 필요가 있다. 우리나라에서 발생한 수많은 재난에서 경찰은 언제나 최일선에 있었다. 그동안 적절한 대응으로 칭찬도 받고, 미숙한 대처로 비난도 받았다. 이제는 최소한 경찰에 대한 재난교육의 영역이 어디까지인지 정해져야 한다. 그리고 경찰은 재난교육 담당부서를 신설하고 정기적인 대면교육이 이루어지도록 내부규정을 정비할 필요가 있다. 이를 통해 경찰 전체의 재난 대비와 대응 수준을 높이는 것이 가장 중요하다.

It is most important to prevent crimes from occurring. So, local governments install CCTVs and streetlights, and the police are striving to prevent crimes through various patrol activities. Likewise, it is best to prevent disasters from occurring. But like crime, not all disasters can be prevented. We have suffered a lot of large-scale disaster casualties. As can be seen in the recent subway arson incident, most disasters can be prevented and responded quickly by thorough legal preparation and improvement of the level of public consciousness. Prevention, preparation, response, and recovery are basic and very important circulation systems in disasters. Through this incident, we experienced the fact that human damage can be prevented in any case with the will. Unfortunately, disasters can occur right now, tomorrow, or anytime in the near future. The insensitivity to safety against disasters and legal and practical deficiencies can always have terrible consequences for us. It is now necessary to consider and reflect on why the disaster persists even though the organization, budget, and legal system to prepare for and respond to it have been considerably supplemented and maintained. In many disasters in Korea, the police have always been on the front line. Until now, it has been praised for its appropriate response and criticized for its inexperienced response. Now, at least, it is necessary to determine how far the area of disaster education for the police is. In addition, the police need to establish a department in charge of disaster education and reorganize internal regulations so that regular face-to-face education is conducted. Through this, it is most important to increase the level of disaster preparation and response for the police as a whole.
