과학과 기술의 급속한 발전은 치안 활동의 방식을 변화시키고 있다. 인터넷의 확산과 함께 스마트폰, GPS 내비게이션 등의 모바일 기술은 음성과 데이터를 공유함으로써 데이터 생성과 확장의 시대를 열었다. 경찰은 스마트폰, 소셜미디어, CCTV 등에서 생성되는 대량의 데이터로 기존 방식의 증거들에 더해 데이터 증거까지 증거가 만연한 시대에 직면하고 있으며, 데이터 정보의 폭발적인 증가는 경찰에 기회와 과제를 동시에 주고 있다. 이러한 환경에서 방대한 데이터를 수집·처리·해석하여 범죄를 예측하고 수사 활동을 지원하는 등 데이터 정보를 처리하는 데 AI는 해결책으로 부상하고 있다. AI는 로봇 공학에서 인간의 업무를 지원하거나 대체하는 데 사용되기 시작했으며, 자율주행 순찰과 드론으로 범죄 신고에 신속하게 대응하고, 알고리즘의 적용으로 인간의 능력으로는 수집할 수 없는 정보를 수집·분석하고 있다. 나아가 AI는 수사를 지원하기 위한 정보 탐색, 각종 보고서 작성, 다양한 증거 수집과 분석, 치안 서비스의 제공, 치안 생산성의 향상 등 잠재적인 확장이 가능하다. 디지털 기기와 온라인 서비스로 생성된 데이터의 기하급수적인 증가부터 현대 범죄의 복잡한 특성까지, 종래의 기술적 치안 활동으로는 다양한 범죄에 대응하기가 충분하지 않다. 게다가 사이버 범죄, 국제 테러와 같은 범죄의 디지털화와 세계화는 범죄 예방과 수사 활동, 증거 수집 등에 점점 더 어려운 환경을 조성하고 있다. 이러한 환경에서 AI는 오래된 문제를 새로운 방식으로 접근·해결하고 복잡한 의사결정을 지원하여 자원 집약적이며 반복적인 치안 업무에 효율적이다. 본고에서는 AI의 진화와 이에 따른 AI 개념의 변화를 검토하고, 다양한 접근 방식을 통하여 범죄 예측, 데이터 분석, 얼굴 인식, 범죄 보고서 작성, 자연어 처리, 범죄 정보 추출 등 치안 활동의 최전선에서 AI의 활용과 응용 가능성에 대하여 검토한다.

Rapid advances in science and technology are changing the way policing activities are conducted. With the spread of the Internet, mobile technologies such as smartphones and GPS navigation have opened the era of data generation and expansion by sharing voice and data. Police are facing an era in which evidence is prevalent from large amounts of data generated by smartphones, social media, and CCTV, in addition to conventional evidence, and the explosive increase in data information is giving police opportunities and tasks at the same time. AI is emerging as a solution to processing data information, such as collecting, processing, and interpreting vast amounts of data to predict crimes and support investigative activities in this environment. AI has begun to be used to support or replace human tasks in robotics, respond quickly to crime reports with autonomous patrols and drones, and collect and analyze information that cannot be collected by human capabilities through the application of algorithms. Furthermore, AI has the potential to expand, such as searching for information to support investigations, writing various reports, collecting and analyzing various evidence, providing security services, and improving security productivity. From the exponential growth of data generated by digital devices and online services to the complex characteristics of modern crimes, conventional technological policing activities are not sufficient to respond to a variety of crimes. Furthermore, the digitization and globalization of crimes such as cybercrime and international terrorism are creating an increasingly difficult environment for crime prevention, investigation activities, and evidence collection. In this environment, AI is efficient for resource-intensive and repetitive policing tasks by approaching and solving old problems in new ways and supporting complex decision-making. This paper examines the evolution of AI and its changes in AI concepts, and examines the use and application of AI at the forefront of security activities such as crime prediction, data analysis, face recognition, crime report creation, natural language processing, and crime information extraction through various approaches.
