Design and Implementation of a Closed-Network RAG System Based on Open-Source Technologies for Enhancing the Utilization of the Government-wide Data Analysis System

본 논문은 데이터 기반 행정의 중요성에 맞춰 오픈소스 기술 기반의 폐쇄망 온프레미스 RAG 시스템 구현 방안을 제시합니다. 범정부 데이터분석시스템 시범 구현 사례를 통해, 앙상블 검색 기법이 검색 정확도와 답변 품질을 크게 개선하고, Gemma3(12B) 모델이 데이터 분석 질의에 대한 답변이 업무 활용 가능성을 입증했습니다. 이 연구는 폐쇄망 환경에서 RAG 기술 도입을 고려하는 기업 및 기관에 실질적인 가이드라인을 제공할 것입니다.

This paper presents an implementation approach for a closed-network, on-premise RAG system based on open-source technologies in response to the growing importance of data-driven administration. Through a pilot case of the government-wide data analysis system, it demonstrates that the ensemble retrieval method significantly improves search accuracy and answer quality, while the Gemma3 (12B) model proves its applicability in responding to data analysis queries. This study provides practical guidelines for enterprises and institutions considering the adoption of RAG technology in closed-network environments.
