특수교육대상자 인권실태조사 개선을 위한 시·도 교육청 담당자의 인식 분석

An Analysis of the Perception Status of Provincial and Metropolitan Offices of Education Officials on the Human Rights Survey of Students with Special Needs

연구목적: 본 연구는 특수교육대상자 인권실태조사의 조사체계 및 실시 형태, 문항 개선을 위하여 전국 시·도 교육청 담당자의 인식을 분석하는 데 목적이 있다. 연구방법: 전국 17개 시·도 교육청의 담당자 33명을 대상으로 온라인 설문조사를 실시하고, 조사체계, 실시 형태, 문항 수정 등에 대한 의견을 빈도분석과 기술통계를 통해 분석하였다. 연구결과: 응답자들은 인권실태조사의 운영 체계를 보다 효율적이고 접근성 높은 방식으로 개선할 필요가 있으며, 특수교육대상자 인권실태조사의 영역 및 문항이 확장되어야 한다고 보았다. 또한 전수조사 방식을 유지하되, 조사 운영 방식의 보완이 필요하다고 인식하였다. 결론: 특수교육대상자 인권실태조사의 타당성과 실효성을 제고하고 국가·교육청·학교·지역사회에서 실질적인 자료로 활용될 수 있는 체계 구축의 필요성을 제안하였다.

Purpose: This study is aims to analyze the perceptions of officials from of officials from metropolitan and provincial offices of education regarding the survey system, implementation methods, and item improvement of the Human Rights Survey of Students with Special Needs. Method: An online survey was conducted with 33 officials from 17 metropolitan and provincial offices of education across the nation. Their opinions on the survey system, modes of implementation, and item revision were analyzed using frequency and descriptive statistics. Results: The respondents indicated that the operation system of the Human Rights Survey of Students with Special Needs should be improved in a more efficient and accessible manner, and that the scope and items of the survey need to be expanded. They also recognized the importance of maintaining the census survey format while supplementing the methods of survey administration. Conclusion: The study suggests the necessity of enhancing the validity and effectiveness of the Human Rights Survey of Students with Special Needs and establishing a system in which the results can be practically utilized at the national, regional, school, and community levels.
