경제적 교통약자의 이동권 보장 및 포괄적 지원 방안 연구

본 논문는 국회의원 박정 의원실과 건국대학교 모빌리티인문학 연구원 주최로 ‘모빌리티 플랫폼의 독점화와 기본권’ 주제로 연구자가 발표한 2회 중에서 첫번째 원고이다. 주요 연구내용은 모빌리티 개념, 플랫폼 노동자, 이동약자의 지자체 정책과 지원제도, 일반적인 방향제시 등의 검토를 담고 있다. 경제적 약자에 대한 모빌리티 증진 방안으로써 다양한 제안이 제시되었으며, 경제적 약자에 대한 범위와 대상의 설정에 대한 집중적 검토 결과를 제시하였고, 뉴노멀에 적합한 유니버서 디자인 개졈의 적용과 교통 바우처의 확대, 경제적 교통약자의 대중교통 접근성 개선 방안, 기업윤리 등이 제시되었다. 한편, 교통약자들의 모빌리티 편의성에 관련된 지표는 우리 사회의 평등 상황을 나타내는 중요한 지표 중 하나이며, 노인을 배려한 저상버스, 차량 옆문을 확장한 택시 등 유니버셜 디자인의 개념을 교통으로 확대해, 누구나 손쉽게 이용할 수 있는 교통 환경을 조성해야 하며, 경제적 약자에 대한 포괄적인 배려와 지원 등의 제도적 장치 마련이 필요하다.

This paper is the first of two presentations by researchers on the topic of “Mobility Platform Monopolization and Fundamental Rights,” organized by the office of National Assemblyman Park Jeong and a mobility humanities researcher at Konkuk University. The main research topics include an examination of the concept of mobility, local government policies and support systems for platform workers and those with mobility limitations, and general direction. Various proposals were presented as ways to increase mobility for the economically disadvantaged, including the results of an intensive study on defining the scope and targeting of those with mobility limitations. The paper also presented the application of universal design guidelines suited to the new normal, the expansion of transportation vouchers, measures to improve public transportation accessibility for those with mobility limitations, and corporate ethics. Indicators related to mobility convenience for those with mobility limitations are one of the important indicators of equality in Korean society. It is necessary to expand the concept of universal design to transportation, such as low-floor buses that are considerate of the elderly and taxis with expanded side doors, to create a transportation environment that is easily accessible to everyone, and it is also necessary to improve the situation for the economically disadvantaged.
