A Study on Multicultural Inclusion Strategies in the New Normal: Focusing on Net Financial Benefits

본 연구는 다문화 포용 정책을 단순한 인도주의적 관점을 넘어, 복지 재정의 건전성을 확보하고 국가 역량을 강화하기 위한 '후생경제학적 뉴노멀 전략'으로 재개념화하는 것을 목적으로 하였다. 후생경제학적 관점에서, 이주 인력의 유입은 생산가능곡선(PPC)을 확장하고 사회보험 시스템에 기여하여 장기적으로 재정적 순편익(Net Fiscal Contribution)을 증대시키는 전략적 투자의 한 형태로 제시된다. 그러나 후생경제학적 효용 극대화의 핵심 전제는 사회적 통합의 성공에 달려 있으며, 통합의 실패는 막대한 사회적 통제비용(Social Control Cost)과 거래 비용(Transaction Costs)을 발생시켜 순손실을 초래하므로, 권한 부여(Empowerment)를 통한 제도적 통합이 필수적이다. 최종적으로, 한국복지실천학회와 본 연구자는 다문화 포용의 장기적 재정적 당위성을 종단적 연구를 통해 계량적으로 입증하고, 이주민, 지역 사회, 정부, 기업이 상호 협력하는 통합적 네트워크 거버넌스 모델을 제시하는 실천적 책무를 수행해야 함을 제언하였다. 다문화 포용은 복지국가 생존을 위한 필수 불가결한 '미래과제' 전략으로 이해하고 준비해야 할 것이다.

This study aims to reconceptualize multicultural inclusion policies beyond a simple humanitarian perspective into a “welfare economics new normal strategy” to ensure the soundness of welfare finances and strengthen national capacity. From a welfare economics perspective, the influx of migrant workers is presented as a form of strategic investment that expands the production possibility curve (PPC), contributes to the social insurance system, and increases net fiscal benefits in the long term. However, a key premise for maximizing welfare economic utility is successful social integration. Since failure to integrate results in significant social control costs and transaction costs, resulting in net losses, institutional integration through empowerment is essential. Ultimately, the Korean Society of Welfare Practice and this researcher propose that the long-term financial viability of multicultural inclusion must be quantitatively proven through terminal research and that a practical responsibility must be fulfilled to present an integrated network governance model in which migrants, local communities, governments, and businesses cooperate with each other. Multicultural inclusion must be understood and prepared for as a strategy for future challenges that is essential for the survival of the welfare state.
