This study aimes to transcribe the phonetic value of the ChinesePinyin(拼音) Orthography by using the IPA(International PhoneticAlphabet). The Chinese Pinyin(拼音) Orthography is designed toprovide Chinese with the easy way to read Mandarin Chinese. Ituses 25 alphabets of ‘A’ to ‘Z’ excluding ‘V’. The orthography ofPiyin system often carries the different sounds while IPA doesonly one sound. For example, Pinyin ‘a’ represents four soundssuch as [A, a, ɑ, æ] according to the environment. It is true thatthe transcription of the phonetic values can be differentaccording to the researchers' viewsI try to analyze the phonetic values of the Chinese Pinyin(拼音)Orthography based on the syllable level. The main vowel is theprinciple carrier of the syllable, therefore it must be tense vowel,while the vowels of the medial and ending are treated to be lax andshort vowels. The underlying phonemes /i, u, y/ in the medial arewritten as [j, w, ɥ] before the main vowel while Duanmu(2000)considers CG(consonant and glide) as a single sound. Though there isa disagreement about the approach of the Chinese syllable structure,both of us share the same view in treating the medials as shortvowels. When the main vowels are followed by the nasal endings suchas [-n, -ῃ], I transcribe them to be lax vowels.
