권리중심 중증장애인 맞춤형 공공일자리 참여자의 역량 확장 경험과 인식 탐구

Exploring the Capability Expansion Experiences and Perceptions of Participants in Rights-Based Public Job Program for People with Severe Disabilities

연구목적 이 연구는 아마티아 센의 역량접근법을 적용하여 ‘권리중심 중증장애인 맞춤형 공공일자리’ 사업이참여자의 삶에 미친 영향을 탐구하는 것을 목적으로 한다. 연구방법 권리중심 공공일자리에 참여 중인 중증장애인 노동자 20명을 대상으로 초점집단면담(FGI)을 실시하였다. 수집된 자료는 참여자 경험의 본질적 구조를 파악하기 위해 현상학적 접근을 활용한 주제분석을 실시하여 분석하였다. 연구결과 연구 결과, 참여자들은 사업 참여 이전 보호고용 환경에서의 노동 착취나 일반 노동시장에서의 불안정한 일자리를 경험하며 역량이 박탈된 삶을 살았다. 그러나 사업 참여를 통해 ‘노동자’로서의 정체성을 획득하고, 개인적, 경제적, 관계적 차원에서 긍정적 변화를 경험했다. 특히 권익옹호, 문화예술 등 핵심 직무 수행은 이들을 지역사회를 변화시키는 주체로 성장시켰으며, 미래를 계획하는 역량을 갖게 했다. 동시에 1년 단위 계약직이라는 고용 불안, 소득-복지 연계 문제(복지 함정), 불충분한 지원체계 등은 역량 확장을 저해하는 구조적 장벽으로 작용하고 있었다. 결론 권리중심 공공일자리는 단순한 소득 보장을 넘어 참여자의 실질적 자유를 확장하는 역량 확장을 위한 제도적 장치로 기능했다. 권익옹호 등 핵심 직무는 참여자들이 소득이라는 자원을 자존감, 사회적 관계, 정치적 효능감등 핵심 기능으로 전환시키는 긍정적 ‘전환 요인’으로 작용했다. 사업의 지속가능성을 위해서는 고용 안정성을 위한 제도화, 소득-복지 연계 문제 개선, 충분한 지원체계 구축이 시급한 정책 과제임을 제언한다.

Purpose This study explored the impact of the rights-based public jobs program on the lives of participants with severe disabilities through the application of Amartya Sen’s Capability Approach. Method Focus group interviews (FGIs) were conducted with 20 workers with severe disabilities who are participating in the program. The collected data were analyzed using thematic analysis informed by phenomenological approach to identify the essential structure of participants’ experiences. Results Before joining, participants faced capability deprivation, including labor exploitation in sheltered workshops or unstable jobs in the open labor market. Program participation enabled them to gain a worker identity and experience personal, economic, and relational benefits. Core duties, such as advocacy and cultural activities, promoted community engagement and future planning. Yet, structural barriers—including one-year contracts, the welfare trap, and limited support systems—restricted capability expansion. Conclusion The program functioned as a capability expanding arrangement, transforming income and resources into functionings such as self-respect, social relationships, and political efficacy. For sustainability, institutionalization, improved income–welfare coordination, and stronger support systems are urgent policy priorities.
