특수교육대상자 인권실태조사에 대한 특수교육 전문가와 보호자의 인식 및 요구

Human Rights Surveys for Students with Special Needs: Perceptions and Needs of Experts and Parents

연구목적 본 연구는 특수교육대상자 인권실태조사의 전반적인 인식과 요구를 파악하고자 하였다. 연구방법 전국의 특수교육 전문가, 보호자 등 105명을 대상으로 온라인 설문을 실시하였으며, 조사체계, 결과활용, 개선 방안 등을 중심으로 분석하였다. 연구결과 참여자들은 인권침해 예방과 정책 개선을 주요 목적으로 인식하였고, 문항 차별화, 조력자 및 대면조사의 필요성을 강조하였다. 또한 결과 활용은 학교·교육청 단위 환류, 인권교육 강화, 제도 개선의 필요성이 제기되었다. 결론 인권실태조사의 타당성과 실효성을 높이기 위해 문항 개선, 응답 지원체계, 결과 환류 강화가 필요하다. 향후 조사 목적을 재정립하고 가정·지역사회로 확대함으로써 인권 친화적 교육환경 조성에 기여할 수 있을 것이다.

Purpose The study explored the perceptions and needs of special education experts and parents regarding the Human Rights Survey for Students with Special Needs. Method An online survey was administered to 105 participants, composed of special education experts and parents. The data were analyzed with an emphasis on the survey framework, the use of results, and potential directions for improvement. Results Participants viewed the main purposes as preventing rights violations and improving policies. Key suggestions for the survey’s design included creating differentiated questions for diverse needs, providing trained assistants to help students, and offering face-to-face completion options. Participants also emphasized that the results should be used to provide direct feedback to schools, enhance human rights education, and drive policy reform. Conclusion The study suggests improving question design, support systems, and feedback mechanisms. Expanding the scope to family and community contexts will further strengthen human-rights-friendly environments in education.
