This study proposes strategies to grow adult participation in Taekwondo by developing self-defense–centered content and aligning dojang operations with lifelong-sport principles. A 2000–2025 literature review of Korean journals, theses, and public statistics synthesized evidence on adult Taekwondo’s educational, physical, psychological, and social value; key operational factors (instructors, facilities, programs, promotion); and barriers. Persistent obstacles—a youth-oriented “academy” image, perceived joint/low-back burden, and limited adult-specific programs—impede entry and retention. Evidence indicates structured 8–12-week training improves fitness and stress markers in adults. We propose a modular program (foundation → application → scenario-based self-defense) with RPE-guided progression, low-impact/non-contact options, and feedback on self-efficacy, engagement, and stress. To convert media “star assets” into participation, we outline an H-STEP funnel (Starter–Trial–Engagement–Persistence). Policy implications include association-led campaigns, certification, and targeted funding. Despite narrative-review limits, the paper offers a field-ready blueprint and priorities for experimental validation.
