인천광역시 국가유산 정책의 시기별 변화 분석 : 텍스트마이닝 기법을 활용한 정책 흐름 비교 연구

Analyzing temporal shifts in Incheon’s Korea Heritage policies: A text mining approach to Policy Trend Analysis

본 연구는 「국가유산기본법」 시행에 따른 정책체계 변화에 주목해 인천시가 수립한 국가 유산 시행계획 문서를 중심으로 인천시의 국가유산 정책 흐름을 분석하였다. 텍스트마이닝 기 법을 적용해 문서에 내재 된 주요 키워드 및 주제 변화 양상을 도출하였다. 분석 결과 1기 (2012년~2016년)에는 세계유산 및 강화 지역 중심의 보존 정책을 2기(2017년~2021년)에는 무형유산 전승 강화와 고려 역사·남북 교류·세계유산 정책 병행을 마지막으로 3기에는 지역 기반 보존·활용과 시민 참여 확대라는 단계적 변화를 거친 것을 확인하였다. 본 연구는 지방 정부의 정책 문서를 정량적으로 분석하여 시계열적 인천시 정책 전략의 변화를 실증적으로 조 명하였다는 점에서 의의가 있다. 향후 중앙정부 계획이나 실제 정책 집행 결과와의 연계 분석 보완 연구가 요구된다.

This study analyzes the policy trajectory of Incheon Metropolitan City's national heritage governance, focusing on its official implementation plans in light of the systemic changes following the enactment of the FRAMEWORK ACT ON NATIONAL HERITAGE. By applying text mining techniques, this research identifies key embedded keywords and traces the thematic evolution within these policy documents over time. The analysis reveals a distinct three-phase transition. Phase 1 (2012–2016) was characterized by preservation-focused policies centered on World Heritage and the Ganghwa region. Phase 2 (2017–2021) saw a shift towards strengthening the transmission of intangible heritage while concurrently promoting initiatives related to Goryeo Dynasty history, inter-Korean exchanges, and World Heritage. Finally, the current Phase 3 emphasizes region-based strategies for both preservation and utilization, coupled with a significant expansion of citizen participation. This study is significant in that it quantitatively analyzes a local government's policy documents to empirically illuminate the diachronic shifts in Incheon’s strategic priorities. Future research is warranted to complement this analysis by examining its linkages with national-level plans and actual policy implementation outcomes.
