행정가치의 실천화에 관한 논의

Discussion on the practice of administrative value

본 연구는 법제도의 물질적 실천성을 강조하며, 행정철학이 법제도의 영역으로 침투하여 행정가치와 공공가치의 ‘쓸모’를 확대하기를 제안하고 있다. 이러한 제안을 위해 알튀세르의 이데올로기 담론을 ‘이데올로기 작동 방식’으로 제시하였다. 알튀세르의 이데올로기적 국가장 치 이론을 ‘전도 및 변용’하여 행정 영역에서 이데올로기의 작동을 매개하는 법제도의 실천성 을 주목할 것을 강조하였다. 구체적으로 행정가치와 공공가치를 행정의 법 원칙과 비교하면서 그 차이와 간극을 지적하며, 행정철학이 행정학을 위한 학문이 아닌 행정을 위한 학문으로 다 시 정립되어 실무적이고 실천적으로 학문의 영역을 넓혀 나가기를 기대하고 있다.

This study emphasizes the material practicality of the legal system, and proposes that the administrative philosophy infiltrates the realm of the legal system to expand the usefulness of administrative and public values. For this proposal, Althusser's ideological discourse was presented as an ‘ideological operation method'. It was emphasized to pay attention to the practicality of the legal system that mediates the operation of ideology in the administrative field by 'conducting and transforming' Altusser's Ideological State Apparatus theory. Specifically, it compares administrative and public values with administrative legal principles, pointing out the differences and gaps, and expects that administrative philosophy will be re-established as a discipline for administration rather than for public administration, expanding the field of study practically and practically.
