Operation and Challenges of the Policy Support Officer System in 18 Municipal Councils of Gangwon Special Self-Governing Province

본 연구는 강원특별자치도 18개 기초의회를 대상으로 정책지원관 제도의 운영 현황을실증적으로 분석하고, 제도의 구조적 문제와 개선 과제를 도출하는 것을 목적으로 한다. 분석 결과, 다수의 기초의회가 의원 정수 대비 정책지원관 정원을 충족하지 못하고 있었으며, 일부 의회에서는 정책지원관 1인이 다수의 의원을 지원해야 하는 업무 과중 현상이나타났다. 또한 정책지원관이 의회사무기구 장의 지휘를 받는 구조로 인해 의원 보좌 기능의 독립성이 제한되는 문제점이 확인되었다. 인구감소 지역의 경우, 임기제 공무원 채용이 어려운 여건으로 인해 일반직 공무원을 대체 투입하거나 정책지원관을 아예 채용하지못하는 사례도 다수 존재하였다. 이러한 결과를 바탕으로 본 연구는 다음과 같은 개선방안을 제시한다. 첫째, 정책지원관을 제도 초기에는 임기제로 임용하되, 중장기적으로 별정직 전환 후 재채용 절차를 통해 전문성과 안정성을 강화할 필요가 있다. 둘째, 의원 1인당1명의 정책지원관 배정을 목표로 정원 산정 기준을 개정하고, 의회사무기구로부터 일정수준 이상의 독립성을 확보할 수 있도록 조직 구조를 개편해야 한다. 셋째, 인구감소 지역에는 지역 여건을 고려한 차등적 채용기준을 마련해야 한다. 넷째, 이직률을 낮추기 위해복지혜택과 근속 인센티브를 도입하여 정책지원관의 지역 정착을 유도해야 한다. 본 연구는 정책지원관 제도의 운영 실태를 기초의회 단위에서 실증적으로 검토함으로써, 제도의안정적 정착과 지방의회의 정책역량 강화를 위한 실질적 시사점을 제공한다

This study examines the operation of the Policy Support Officer (PSO) system in 18 municipal councils of Gangwon Special Self-Governing Province, identifying its structural issues and policy directions for improvement. The findings show that many councils have not met the legally authorized PSO quota, with one PSO often supporting multiple council members, leading to excessive workloads. The placement of PSOs under the council secretariat also limits their independence. In population-declining regions, the recruitment of fixed-term public officials as PSOs has been difficult, resulting in the use of career public officials as substitutes or leaving positions vacant. To address these challenges, the study proposes: (1) appointing PSOs initially as fixed-term public officials and gradually converting them to special-service positions to enhance professionalism and stability; (2) revising the staffing formula toward one PSO per council member and ensuring organizational independence from the secretariat; (3) introducing differentiated recruitment standards tailored to local conditions; and (4) improving welfare and long-term incentives to reduce turnover and encourage local retention. By providing an empirical analysis at the municipal level, this study offers practical insights for stabilizing the PSO system and strengthening the policy capacity of local legislatures in Korea.
