한국 건설기업의 중동 진출 연구 - 삼환기업의 사우디아라비아 최초 진출 사례를 중심으로

Korean Construction Firms in the Middle East: The Pioneering Case of Samwhan Corporation in Saudi Arabia

본 연구는 한국의 건설회사 최초로 중동 시장에 진출했던 삼환기업의 사례를 검토하고경영사의 관점에서 그 의의를 도출하는 것을 기본 목적으로 한다. 1차 석유파동을 거치며 중동 지역 산유국들은 석유를 무기화했고, 이를 계기로 미국과영국의 메이저 석유회사들이 갖고 있던 국제유가 패권의 주도권을 가져왔다. 이후 산유국들의 감산 정책으로 인해 국제유가는 폭등했고 고유가 시대가 시작되면서 세계 경제는 불황으로 접어들었다. 반면 석유 카르텔의 중심에 있던 중동 산유국들은 역사상 유례없는호황을 누리게 되었다. 그리고 석유파동을 통해 축적한 부를 자국의 경제개발계획을 수행하기 위한 재원으로 쓰고자 각종 사회기반시설 건설을 위한 대규모 공사를 발주하기에 이른다. 당시 삼환기업은 한국 건설기업 최초로 사우디아라비아 시장에 진출한 기업이었다. 뒤이어 한국의 여러 건설회사가 중동에 진출하면서 1970년대 후반 이른바 중동 붐이라고불리던 건설업계의 호황이 시작되었다. 이후에도 한국 건설회사들이 대거 진출하면서 시작된 중동 붐은 1980년대 중반까지 이어지면서 한국 경제에 활기를 불어넣었다. 본 연구는 새로운 시장을 개척하고자 하는 기업에 필요한 시사점을 제언하고 해외 진출에 대한 기초 자료를 제공한다는 의미가 있다. 연구의 타당성을 확보하기 위해 국가기록원의정부 공개 자료와 함께 해당 기업의 사내 자료를 1차 사료로 활용했으며, 유관 당사자의회고록과 프로젝트 담당자 및 참여자들의 구술 인터뷰, 주요 일간지 기사 등을 교차 검토했다.

This study aims to examine the case of Samwhan Enterprises Co., Ltd, the first Korean construction company to enter the Middle Eastern market, and to draw its significance from the perspective of business history. Samwhan was the first Korean construction firm to enter the Saudi Arabian market. Following Samwhan’s entry, several other Korean construction companies expanded into the Middle East, marking the beginning of a construction industry boom in the late 1970s, commonly referred to as the “Middle East Boom.” This boom continued into the mid-1980s, injecting vitality into the Korean economy. The ultimate goal of this study is to provide insights for companies seeking to pioneer new markets. To ensure the validity of the research, primary sources such as materials from the National Archives of Korea and internal documents from Samwhan Enterprises Co., Ltd were critically examined and cited throughout the study. These were cross-referenced with memoirs of relevant stakeholders, oral interviews with project managers and participants, and major newspaper articles.
