부산지역 고령 인적자원의 지역경제 활성화 활용 방안

The Utilizing the Elderly Human Resources of the Busan Region to Revitalize the Local Economy

본 연구는 부산 16개 구·군을 대상으로 고령 인적자원·노인여가복지 인프라의 산출 전환 efficiency를 DEA(투입지향·CRS)와 Malmquist index로 평가하였다(공공통계 2022~2024, 금액 2024년 실질화). 평균 효율성은 0.785(표준편차 0.161)였고 중구·강서구는 프런티어, 부산진구·기장군은 저효율이었다. 동구·남구는 상승, 해운대구는 하락했으며, 생산성 개선은 2022~2023 영도·동구, 2023~2024 남구·동구가 주도했다. 회귀에서는 병상수·재정자립도·주택보급률이 efficiency에 유의한 (+) 영향을 보였다. 정책은 프런티어 표준화·효율연동 예산을 제안한다. 한계는 단기 표본·대리지표 사용이며, 향후 SFA·공간계량·장기 패널로 보완할 예정이다. 변수는 관리가능성·대표성·모형 판별력을 기준으로 선정하고, 연도 간 정의·산정의 일관성을 확보하였다. 동일 생활권 미시단위의 정태·동태 효율을 함께 제시해 정책 설계의 근거를 제공한다.

This study evaluated the output conversion efficiency of senior human resources and senior leisure welfare infrastructure in 16 districts and counties in Busan using DEA (input-oriented, CRS) and the Malmquist index (Public Statistics 2022~2024, actualized in 2024). The average efficiency was 0.785 (standard deviation 0.161), with Jung-gu and Gangseo-gu at the frontier, and Busanjin-gu and Gijang-gun at the low end. Dong-gu and Nam-gu showed increases, while Haeundae-gu showed decreases. Productivity improvement was led by Yeongdo-gu and Dong-gu from 2022~2023, and Nam-gu and Dong-gu from 2023~2024. Regression results showed that the number of hospital beds, financial independence, and housing supply rate significantly (positively) affected efficiency. The policy proposal is a frontier-standardized, efficiency-linked budget. Limitations lie in the use of short-term samples and proxy indicators, which will be supplemented in the future with SFA, spatial metrics, and long-term panels. Variables were selected based on manageability, representativeness, and model discriminatory power, ensuring consistency in definition and calculation across years. Static and dynamic efficiencies at micro-levels within the same living area are presented together, providing a basis for policy design.
