This study analyzed the operation of dedicated departments for international students based on the program logic model framework to explore the structural design and management necessary for these departments to achieve both government policy goals and university educational objectives. The study examined context, input, process, output, and outcome factors in department operation and arrived at the following conclusions. The design and operation of dedicated departments for international students must consider the unique characteristics of international student education as well as policy and educational objectives. Adequate and balanced allocation of financial, human, physical, and informational resources is essential. Moreover, the curriculum should support not only academic achievement but also employment and settlement, grounded in cooperation between local industries and universities. This research provides meaningful guidelines for the future expansion and operation of dedicated departments for international students and offers insights into directions these departments should pursue.
