충남지역 사회문화예술교육사업 현황과 의의 : 2024 충남문화예술교육지원사업 평가결과를 중심으로

The Status and Significance of Socio-cultural Arts Education Projects in Chungcheongnam-do : Focused on the 2024 Cultural Arts Education Support Project Evaluation

본 연구는 충청남도에서 시행된 2024년 문화예술교육지원사업의 추진현황과 성과를 분석하고, 지역기반 사회문화예술교육의 정책적 의의와 발전 방향을 도출하는 데 목적이 있다. 이를 위해 문헌조사, 정책자료 분석, 현장 사례 검토를 병행하고, 충남문화관광재단이 수행한 총 51개 프로그램(지역특성화, 꿈다락, 생애전환, 유아문화예술교육)에 대한 평가결과를 중심으로 계획,집행,성과,특성화, 네 영역에서 종합 분석하였다. 분석 결과, 생애주기별 맞춤형 교육 설계, 지역자원 기반의 콘텐츠 개발, 참여자 중심의 실행 구조가 주요 성과로 확인되었으며, 정책 거버넌스 측면에서도 광역–기초–민간 간의 협력체계가 형성되고 있음이 나타났다. 반면, 기획력의 지역 간 편차, 콘텐츠 심화 부족, 단연도 예산 구조의 한계 등은 향후 보완 과제로 제기되었다. 본 연구는 충남형 사회문화예술교육 모델의 특성과 과제를 실증적으로 제시함으로써, 지역문화정책의 방향성과 지속가능한 문화예술교육 생태계 구축을 위한 기초자료로 활용될 수 있다.

This study aims to analyze the implementation status and outcomes of the 2024 Cultural Arts Education Support Project in Chungcheongnam-do and to explore the policy significance and future development directions of community-based socio-cultural arts education. To achieve this, the study employed a comprehensive approach that included a review of literature, analysis of policy documents, and examination of field cases. Focusing on the evaluation results of 51 programs—covering regional specialization, Dream Tree Arts School, life-transition arts education, and early childhood arts education—implemented by the Chungnam Culture and Tourism Foundation, the analysis was structured across four domains: planning, implementation, outcomes, and specialization. The findings highlight key achievements, such as the development of life cycle–based customized educational designs, content creation grounded in local resources, and participant-centered operational structures. Furthermore, a collaborative governance framework among provincial, municipal, and civic actors has begun to take shape. However, the study also identified limitations including regional disparities in planning capacity, insufficient content depth, and constraints posed by a single-year budgeting system. By empirically presenting the characteristics and challenges of the “Chungnam model” of socio-cultural arts education, this research provides foundational insights for shaping regional cultural policies and building a sustainable cultural arts education ecosystem.
