강원도 지역경제 성장의 결정요인 분석 : 지방정부 역량, 산업구조, 인구 및 다양성에 관한 패널분석

Analysis of the Determinants of Regional Economic Growth in Gangwon Province : A Panel Study on Local Government Capacity, Industrial Structure, Population, and Diversity

본 연구는 2013년부터 2023년까지 강원도 18개 기초자치단체의 패널데이터를 활용하여 지방정부의 역량, 산업구조, 인구 및 사회·환경 요인이 지역경제 성장에 미치는 영향을 실증적으로 분석하였다. 하우스만 검정 결과 고정효과모형이 적합한 것으로 나타났으며 분석 결과 지방정부의 재정역량은 지역경제 성장에 통계적으로 유의한 정(+)의 영향을 미쳤으나 인적역량은 유의하지 않았다. 산업구조 측면에서는 제조업이 성장에 긍정적 영향을 보였지만 과학기술 및 예술·스포츠 산업은 단기적으로 음(-)의 관계를 나타냈다. 인구구조 요인 중 노령인구비율은 음(-)의, 등록외국인 수는 정(+)의 영향을 보여 다양성과 개방성이 지역경제 활성화에 기여함을 확인하였다. 이러한 결과는 지방정부의 재정역량 강화, 산업구조의 고도화, 인적자원의 질적 제고, 그리고 개방적·포용적 지역사회 조성이 지속가능한 지역경제 성장의 핵심 전략임을 시사한다.

This study analyzes the determinants of regional economic growth in Gangwon Province using panel data from 18 municipalities (2013–2023). A fixed-effects model, validated by the Hausman test, reveals that local governments’ fiscal capacity significantly promotes regional growth, while human capacity is insignificant. Manufacturing positively influences growth, but the science, technology, and arts sectors show short-term negative effects. Demographically, a higher elderly population hinders growth, whereas more foreign residents boost it, highlighting the role of diversity and openness. These results suggest that strengthening fiscal capacity, upgrading industrial structures, improving human resources, and fostering inclusive communities are vital for sustainable regional economic growth.
