늘봄학교 운영 실태 및 요구 분석

An Analysis on the Operational Status and Needs of the Neulbom School

늘봄학교는 정규수업 이후 시간에 초등학생의 성장과 돌봄을 위해 학교뿐 아니라 지역사회의 다양한 교육과 돌봄 자원을 연계한 종합 교육 프로그램이다. 본 연구는 2025학년도부터 초등학교 현장에 도입한 늘봄학교 운영의 문제점과 개선 방안을 제안하려는 목적으로 수행하였다. OO교육청 소속 늘봄전담인력 207명을 대상으로 설문조사를 실시하였으며, 초등학교 현장의 늘봄학교 운영 실태와 요구를 분석한 결과는 다음과 같다. 첫째, 운영 실태는 담당 업무 및 업무 강도가 적절하지 않다는 응답이 높게 나타났으며, 교육(지원)청의 행정적 지원의 충분함과 정책 추진 체계, 강사 전문성 관리의 적절성은 직위에 따라 유의미한 차이를 보였다. 늘봄 프로그램 제공과 늘봄 프로그램 운영 관리는 적절하다는 응답이 높게 나타났다. 둘째, 늘봄학교 운영에 대한 요구는 운영 구조 범주에서 늘봄학교 운영 서류 간소화, 실장의 담당 학교 수 축소, 학교 규모 및 과중 업무에 따른 실무사 추가 배치, 조기 인사 발령 등의 요구가 높게 나타났다. 예산 및 지원 범주는 늘봄지원실 지위 확립과 늘봄지원실 운영비 편성 및 확대에 대한 요구가 높았으며, 특히 방과후 시민교육으로서 늘봄과정 개발에 대한 요구가 높게 나타났다. 늘봄 프로그램 운영 범주는 늘봄지원실 확보, 강사 역량 강화 연수 지원, 학생 생활지도 및 안전관리 지침 마련 등에 대한 요구가 높게 나타났다. 초등학교 현장에서 교육과 돌봄이 공존하는 상황에서, 운영 실태에서 부정적 응답이 있는 분야, 직위별로 응답의 차이가 나타난 분야에 대한 개선 방안이 필요하다. 또한 늘봄학교 요구 분석에서 나타난 의견을 충분히 반영하여 이제 시작 단계에 있는 늘봄학교 정책이 원활하게 안착할 수 있도록 학교 현장의 목소리를 충분히 반영한 실효성 있는 늘봄학교 정책 추진 체계를 구축해야 한다.

The Neulbom School is a comprehensive educational program that links various educational and care resources from the local community, as well as the school itself, to support the growth and care of elementary school students after regular classes. This study was conducted with the purpose of identifying problems in the operation of the Neulbom School, introduced to elementary schools starting in the 2025 academic year, and proposing solutions for improvement. A survey was administered to 207 personnel exclusively dedicated to Neulbom in the OO Office of Education, and the analysis of the operational status and needs of the Neulbom School in elementary school settings is as follows. First, regarding the operational status, a high number of respondents indicated that their assigned tasks and workload were inappropriate. There were statistically significant differences by position in the perceived adequacy of administrative support from the Office of Education (and its local offices), the policy implementation system, and the management of instructor professionalism. Conversely, the provision and operational management of Neulbom programs were rated highly as being appropriate. Second, concerning the needs for Neulbom School operation, in the category of operational structure, there were strong demands for the simplification of administrative paperwork, a reduction in the number of schools managed by a single head officer, the assignment of additional administrative staff based on school size and excessive workload, and earlier personnel appointments. In the budget and support category, there were high demands for establishing the status of the Neulbom Support Office and for the allocation and expansion of its operating budget. In particular, the demand for developing a “Neulbom curriculum” as a form of after-school civic education was high. In the category of Neulbom program operation, there were significant needs for securing dedicated space for the Neulbom Support Office, providing support for instructor competency-building training, and establishing guidelines for student guidance and safety management. In a situation where education and care coexist in elementary schools, improvement measures are needed in areas that received negative responses regarding their operational status and in areas where responses differed by position. Furthermore, to ensure the smooth establishment of the Neulbom School policy, which is still in its early stages, it is crucial to build an effective policy implementation system that sufficiently reflects the voices of the school field by fully incorporating the opinions identified in the analysis of Neulbom School needs.
