특수임무수행자의 국가폭력 경험에 관한 질적 사례연구

A Qualitative Case Study on the Experiences of State Violence among Special Operations Personnel

본 연구는 국가안보를 위해 희생되었으나 오랜 기간 은폐되고 방치된 특수임무수행자들이 경험한 국가폭력의 실체를 탐구하고, 그로 인해 삶이 어떻게 변화되었는지 규명하고자 하였다. 이를 위해 특수임무수행자 7명을 대상으로 심층 면담을 통한 질적 사례연구를 수행하였다. 연구 결과 이들의 경험은 단순한 군 복무가 아닌 채용 단계의 ‘기만적 착취’에서 시작해 훈련 과정의 ‘신체적·정신적 파괴’, 전역 후의 ‘사회적 방치와 존재 부정’, 그리고 현재까지 이어지는 ‘관료적 폭력’에 이르는 총체적이고 단계적인 국가폭력의 과정이었음이 드러났다. 국가폭력은 사례자들의 삶을 만성적인 신체 후유증과 정신적 트라우마, 사회적 고립과 경제적 불안정이 연쇄되는 복합적 고통의 구조 속에 가두었으며, 그 피해는 현재진행형이었다. 이러한 결과는 국가폭력이 피해자의 생애 전반을 어떻게 파괴하는지를 보여주며, 단순한 물질적 보상을 넘어 이들의 특수성을 인정한 별도의 상이등급 기준 마련, 맞춤형 심리치유 지원, 체계적인 역사 기록 등 정의 회복을 위한 통합적 접근이 시급함을 시사한다.

This study aimed to investigate the reality of state violence experienced by Special Operations Personnel, who were sacrificed for national security but were long concealed and neglected, and to determine how their lives were changed as a result. To this end, a qualitative case study was conducted through in-depth interviews with seven Special Operations Personnel. The research results revealed that their experience was not simple military service, but a holistic and phased process of state violence, starting from ‘deceptive exploitation’ at the recruitment stage, to ‘physical and psychological destruction’ during the training process, ‘social abandonment and negation of existence’ after discharge, and the ‘bureaucratic violence’ that continues to the present. State violence trapped the participants' lives in a structure of complex suffering where chronic physical sequelae, psychological trauma, social isolation, and economic instability are interlinked, and the damage was ongoing. These results show how state violence destroys a victim's entire life course, suggesting an urgent need for an integrated approach for the restoration of justice that goes beyond mere material compensation, including the establishment of separate disability rating criteria that recognize their unique circumstances, tailored psycho-therapeutic support, and systematic historical recording.
