This paper introduces the conceptual foundation for the Ruminant Optimization Algorithm (ROA), a novel bio-inspired metaheuristic designed to address combinatorial Vehicle Routing Problems (VRPs). The ROA proposes a modular, interpretable, and adaptive framework that balances exploration and exploitation in logistics optimization. Drawing inspiration from the four-chambered digestive system of ruminant animals, the algorithm maps each biological phase—rumen, reticulum, omasum, and abomasum—to a corresponding computational function: population generation, refinement, filtration, and local optimization. The framework integrates recursive solution reprocessing, diversity-aware selection, and learning-guided operator control to enhance adaptability and avoid local optima. Although primarily conceptual, the study formalizes the algorithm through detailed pseudocode to support future empirical testing and validation. The ROA extends the literature by offering a biologically grounded, extensible paradigm for hybridization with AI systems and deployment in intelligent logistics environments.
