이중차분을 사용한 경상북도 의성군 인구유입 사업의 실효성 측정 - 이웃사촌시범마을 사업을 중심으로

Evaluating the Effectiveness of Uiseong County’s Population Inflow Policy Using the Difference-in-Differences : Focusing on Neighbor Village Pilot Project(이웃사촌시범마을 사업)

본 연구는 경상북도 의성군에서 인구유입을 유도하기 위해 2019년부터 2023년까지 5년간 추진된 ‘이웃사촌시범마을’ 사업의 인구유입 효과를 계량적으로 검증하였다. 통계청 주민등록 월별 순이동 자료(2014.01-2023.12)를 이용해 지역×월패널을 구축하고, 의성군(처치군)과 17개 지역(대조군)을 비교하는 이중차분(DID) 모형을 추정했다. 종속변수는 월별순유입(전입−전출)이며, 지역 고정효과와 월 고정효과를 포함하여 지역별 이질성과 계절성을 통제하였다. 주요 결과는 다음과 같다. 사업 시행 이후 의성군의 월평균 순유입은 사업이 없었을 경우 예상되는 수준보다, 약 43.142명 증가했고, 이는 유의수준 5%에서 통계적으로 유의하였다. 그리고 분석결과의 강건성 검증을 위해 ① 대조군 대상 단일차분(Pre-Post) 플라시보 테스트 및 처치군 대상 단일차분 테스트, ② 가상 처치군을 순환 지정한 그룹 플라시보 테스트, ③ 고용률·실업률을 통제변수로 추가한 보조 이중차분 모형 추정, ④ 처치군과 대조군을 일대일로 매칭한 이중차분을 시행한 결과, 전반적으로 본래의 이중차분 분석결과를 지지하는 결과가 산출되었다. 다만, 결과적으로 사업으로 인한 인구유입의 증가가의성군 주민등록인구의 하향 추세를 반전시킬 정도에 이르지는 못하였다. 따라서 정책의 긍정적 효과는 부분적으로 인정하되, 유입인구의 정착·유지 강화와 출산·고령화 대응을 아우르는 중장기 보완이 필요하다.

This study evaluates the impact of Uiseong County’s “Neighbor Village Pilot Project” (2019- 2023) on population inflow. Using monthly resident-registration net migration data from January 2014 to December 2023, we construct a region-by-month panel and estimate a difference-in-differences (DID) model comparing Uiseong with 17 other counties, incorporating region and month fixed effects. The results indicate that the program increased Uiseong’s average monthly net inflow by 43.142 persons relative to the counterfactual without the program (p < 0.05). To verify robustness, we perform four complementary checks: (1) placebo pre-post tests conducted separately for the control counties and for the treatment unit; (2) a rotating treated-unit placebo assigning treatment to each county in turn; (3) an auxiliary DID specification that includes employment and unemployment rates as additional controls; and (4) a one-to-one matched DID pairing Uiseong with each control county. Across these exercises, the estimates consistently corroborate the baseline DID findings. Nevertheless, the inflow gain was not sufficient to offset the county’s ongoing decline in total registered population. We conclude that the policy achieved a measurable but partial success. Accordingly, medium- to long-term complementary measures are needed to enhance migrant settlement and retention while addressing low fertility and population aging.
