The Institutionalization Pathway and Challenges of the UN’s ‘Pact for the Future’ in an Era of Sustainability Crises : Focusing on Implementation Mechanisms for Global Governance Reform

본 연구는 전지구적 지속가능성 위기 속에서 유엔의 「미래를 위한 협약(Pact for the Future)」이 글로벌 거버넌스 혁신의 중요한 의미를 지니는지를 심층적으로 탐구하고자 한다. 특히, 기존 지속가능발전목표(SDGs) 이행의 만성적인 한계였던 책임성 부재, 재원 부족, 데이터 단편화 문제를 협약이 혁신적 제도화 경로를 통해 어떻게 극복하고자 하는지를 규명하는 데 초점을 맞추었다. 「미래를 위한 협약」 문서 및 관련 보고서 분석을 통해, 본 연구는 협약이 SDGs의 정치적 영향력을 증대시키기 위해 성과기반 점검 시스템 강화, 혼합재원 동원 활성화, 그리고 데이터 거버넌스 표준화와 같은 구체적인 실행 메커니즘을 제시함을 확인하였다. 이러한 메커니즘들은 SDGs가 단순한 목표 선언에 그치지 않고 실질적인 행동과 결과로 이어지는 '집행력(enforceability)'을 확보하려는 유엔의 구조적 응답이자 기존 다자주의 체제의 한계를 극복하려는 전환적 시도임을 논증한다. 본 연구는 「미래를 위한 협약」이 다자주의(Multilateralism) 재활성화를 위한 중요한 전환점임을 제시하며, 아울러 회원국의 정치적 의지와 기득권 조정이라는 실현에 따르는 도전을 분석한다. 궁극적으로, 본 연구는 협약이 제시하는 SDGs 집행의 병목현상 해소를 위한 구체적인 제도화 방안을 SDGs '정치적 영향력'에 대한 기존 논의와 연계하여 분석함으로써 학술적 공백을 메우고 성공적인 이행을 위한 정책적 함의를 제공한다는 점에서 의의를 갖는다.

This study aims to deeply explore the significant meaning of the United Nations’ ‘Pact for the Future’ in global governance innovation amidst a planetary sustainability crisis. It particularly focuses on identifying how the Pact seeks to overcome chronic limitations of Sustainable Development Goals (SDGs) implementation, such as the accountability deficit, funding gaps, and data fragmentation, through innovative institutionalization pathways. Through a comprehensive analysis of the ‘Pact for the Future’ document and related reports, this research confirms that the Pact presents concrete implementation mechanisms—including strengthening performance-based review systems, activating blended finance, and standardizing data governance—to enhance the SDGs’ political impact. These mechanisms are argued to represent the UN's structural response to secure ‘enforceability’ for the SDGs, moving beyond mere declarations to tangible actions and outcomes. Furthermore, they signify a transformative attempt to overcome the inherent limitations of the existing multilateral system. This study posits the Pact as a critical turning point for the revitalization of multilateralism, while also analyzing the significant challenges to its realization, stemming from member states’ political will and the adjustment of vested interests. Ultimately, by linking the Pact’s specific institutional solutions for overcoming SDGs implementation bottlenecks with existing academic discussions on ‘political impact,’ this study fills a relevant academic gap and derives crucial policy implications for successful implementation.
