부산 A 택배물류 공동화센터(LDC)를 대상으로 한 라스트마일 배송을 위한 최적 경로분석 - 부산 남부산우체국 연계 사례를 중심으로

The Optimal route analysis for last-mile delivery targeting A LDC in Busan : Focusing on the case of the Nam Busan Post Office

사람 중심의 도시 물류 환경이 증가하면서 택배물류 공동화센터(LDC)의 중요성이 날로 커져 가고 있다. 그러나 기존의 LDC는 매출 효과 극대화를 위한 운영 지속성과 현대화된 시설 교체를 희망하고 있다. 기존의 라스트마일 배송이 필요한 업체 및 기관 역시 자체적인 비용 감축을 위해 일정 배송물량을 신뢰할 수 있는 적정 시설에 아웃소싱하는 움직임을 보이기 시작하고 있다. 이러한 배경에서 부산의 A LDC를 대상으로 남부산우체국이 희망하는 라스트마일 배송을 최적으로 전담하기 위한 경로분석을 수행하였다. 이를 위해 기존의 배송 인프라를 분석하여 비용 및 거리 매트릭스를 도출한 뒤, 6개의 배송 지역을 대상으로 비용 최소화가 가능한 최적의 경로를 비교 분석하여 제시하였다. 또한 A LDC가 제시된 경로를 대상으로 최적의 운영을 위한 방안을 모색하고, 장기적으로 환경 개선 및 활성화를 위한 추가적인 방안을 모색하는 것이 본 연구의 목적이다. LDC는 향후 계속 증가할 것으로 예상되는 바 LDC를 유지하기 위한 일정 규모 이상의 배송 수요를 창출할 수 있는 방안의 모색에 본 연구 결과가 기여할 것으로 예상된다. 아웃소싱하는 업체나 기관이 경우도 상생할 수 있는 적정 규모의 지원 금액을 책정하고 적정 서비스를 요구할 필요가 있으며, 중앙 및 지자체 차원에서도 이를 위한 적정 매개 역할을 적절히 할 필요가 있다. 미래의 도시 및 생활 물류 환경은 더 세분화되고, 자동화 및 무인화가 포함된 현대화가 요구되므로 실증분석에 기반한 본 연구가 이를 위한 지원 정책을 세부적으로 마련하는 데에도 기여할 것으로 기대한다.

As the people-centered urban logistics environment increases, the importance of the Last-mile Delivery Center(LDC) is growing day by day. However, the existing LDC hopes to maximize the sales effect and ensure operational continuity and modernized facility replacement. Even companies and institutions that currently require last-mile delivery are beginning to outsource a certain volume of deliveries to trusted suitable providers to reduce their own costs. Against this background, a route analysis was conducted to optimaly handle last-mile delivery desired by the Southern Busan Post Office, targeting A LDC in Busan. To this end, the existing delivery infrastructure was analyzed, the cost and distance matrix were derived, and the optimal route that could minimize the cost for the six delivery areas was comparatively analyzed and presented. In addition, the purpose of this study is to explore ways for optimal operation of A LDCs and to explore additional measures for environmental improvement and revitalization in the long term. LDCs are expected to continue to increase in the future, and the results of this study are expected to contribute to the search for ways to create delivery demand above a certain scale that LDCs can maintain. In the case of outsourcing companies and institutions, it is necessary to set an appropriate amount of support and demand appropriate services for a win-win situation, and it is necessary for the central and local governments to play an appropriate role as an appropriate mediator for this purpose. The future urban and life logistics environment wil be more fragmented and require modernization including automation and unmanned, so it wil also contribute to the detailed preparation of support policies for this purpose.
