A Study on the Introduction of a Teamwork Training Program to Improve Firefighting Capabilities

현대사회는 급격한 사회 변화와 더불어 재난ㆍ재해의 다양화 및 대형화가 심화되고 있다. 이에 따라 소방조직은 변화된 환경에 적응할 수 있는 전문성과 대응 역량을 강화해야 하며, 특히 조직 내 리더십과 교육체계의 중요성이 더욱 부각되고 있다. 본 연구의 목적은 소방공무원을 대상으로 한 맞춤형 소방교육의 필요성을 규명하고, 이를 통해 안전하고 안심할 수 있는 사회구현 방안을 제시하는 데 있다. 연구방법으로는 기존 문헌 분석, 소방조직 관련 정책자료 검토, 그리고 소방공무원의 직무 스트레스 및 교육 요구도에 관한 선행 연구 결과를 종합적으로 분석하였다. 이를 바탕으로 소방교육체계의 문제점과 개선 방향을 도출하였다. 연구결과, 소방공무원은 재난 현장의 1차 대응자로서 높은 수준의 직무스트레스에 지속적으로 노출되어 있으며, 이를 완화하고 현장 대응 능력을 강화하기 위해 관계 중심의 긍정적 요인을 발견할 수 있는 교육이 필요함이 확인되었다. 또한 효과적인 맞춤형 교육을 위해서는 우수한 교수진 확보가 필수적이며, 교수와 학생 모두가 성장할 수 있는 교육환경 조성이 요구된다. 아울러 지속적인 피드백과 형성평가가 이루어질 때 소방교육의 질이 향상되고, 이는 궁극적으로 시민의 안전을 책임지는 소방조직 발전으로 이어질 수 있음을 시사한다.

Modern society is experiencing rapid changes alongside the increasing diversity and scale of disasters and emergencies. Accordingly, fire service organizations must strengthen their professional capabilities and response competencies to adapt to these evolving conditions. In particular, the importance of leadership and a systematic educational framework within the organization has become increasingly prominent. The purpose of this study is to identify the necessity of customized fire service education for firefighters and to propose strategies for building a safe and reassuring society. The research methodology includes an analysis of existing literature, a review of policy documents related to fire service organizations, and a comprehensive examination of previous studies on firefighters’ job stress and educational needs. Based on these analyses, the study identifies current issues within the fire education system and suggests directions for improvement. The results indicate that firefighters, as primary responders at disaster scenes, are continuously exposed to high levels of job stress. To alleviate this stress and enhance on-scene response capabilities, education that fosters relationship-centered positive factors is essential. Furthermore, securing highly qualified instructors and establishing an educational environment that supports the growth of both instructors and learners are critical for effective customized training. Continuous feedback and formative assessment are also necessary to improve the quality of fire service education, ultimately contributing to the advancement of fire organizations responsible for ensuring public safety.
