인지전 개념발전 동향분석연구: 중국 사례분석연구

Unleash the China’s evolving concepts of cognitive warfare

러시아-우크라이나, 이스라엘-하마스/이란 등의 전쟁은 전세계적으로 인지전이라는 새로운 안보 도메인인 ‘인지영역’의 중요성에 대한 인식을 확산시키고 있다. 이에 따라 관련 정부와 학계는 주요 선도 국가들의 인지전 발전과 개념, 기술 등과 관련된 연구를 수행하고 있다. 다만, 국내의 경우 나토, 미국, 그리고 러시아의 인지전에 대한 연구는 상대적으로 활발했던 반면, 중국 인지전 연구는 상대적으로 미진하였다. 중국에 대한 한국의 지리적, 정치적, 군사ㆍ안보적, 경제적, 역사적, 문화적 중요성과 동시에 신냉전 갈등의 고조로 전략적 라이벌인 미국과 전통적 군사동맹, 경제, 문화적 연대를 유지해 온 한국의 국제관계를 고려할 때, 중국의 인지전에 대한 개념 이해와 연구는 매우 시급한 과제이다. 따라서 이 연구는 중국의 인지전 개념 발전과 논의에 대해 심도 있는 분석을 수행하였다. 이를 위해 미국, 영국, 프랑스, 호주 등 세계 주요 정부 및 나토 그리고 다양한 국제기구와 국제적 연구소와 씽크탱크 등에서 출간하는 연구보고서 그리고 학술논문 등이 문헌분석되었고 연구결과와 시사점 등이 결론에서 논의되었다.

The Russia–Ukraine war and the Israel–Hamas/Iran confrontation have accelerated global awareness of the cognitive domain as an emerging arena of security competition centered on cognitive warfare. Accordingly, governments and academic communities have sought to explore the evolution of cognitive warfare concepts and their associated technological developments.In South Korea, however, research on the cognitive warfare strategies of the Chinese Communist Party (CCP) remains limited compared to studies on NATO, the United States, and Russia. Considering China’s geopolitical, military–security, economic, historical, and cultural significance to South Korea, investigating the CCP’s evolving concepts of cognitive warfare is both urgent and essential. To address this research gap, this study examines various CCP conceptualizations of cognitive warfare through content analysis. The analysis draws upon research articles and reports published by governments, think tanks, and NATO. The study concludes with key findings, theoretical contributions, and policy implications.ility operators, aggravated penalties for sensitive data breaches, and the enactment of an integrated cybersecurity law.
