Perceived Police Human Rights Responsibility and Support for Human Rights-Oriented Policing: The Moderating Role of Negative Police Contact

인권친화적 경찰로 거듭나기 위한 경찰조직의 노력에 대하여 시민이 경찰을 인권보호의 책임 있는 주체로 인식하고 관련 정책을 지지하는지의 여부는 경찰활동의 정당성과 신뢰 형성에 핵심적으로 작용한다. 경찰의 인권적 책무에 대한 시민의 인식은 단순히 만족이나 평가 차원을 넘어 경찰활동의 방향성과 정당성을 결정짓기 때문이다. 따라서 시민이 경찰을 인권보호의 주체로 인식하고 있는지, 경찰의 인권정책 필요성에 대해 어떤 태도를 갖는지를 파악하는 것은 매우 중요하다. 그러나 기존 연구는 경찰의 인권침해 사례에 대한 비판적 접근이나 경찰관의 인권 의식 관련 연구에 집중되었을 뿐 시민의 경찰역할에 대한 인식, 그리고 그 인식이 인권친화적 정책 요구로 전이되는 과정이나 경찰과의 접촉 경험의 효과에 대한 실증적 분석은 부족하였다. 이에 이 연구는 시민이 인식하는 경찰의 인권보호 역할 인식이 인권친화적 경찰활동 필요성 인식에 미치는 영향을 검증하고, 이 관계에서 부정적 경찰경험이 어떠한 조절효과를 가지는지를 실증적으로 분석하였다. 분석 결과, 시민이 경찰의 인권보호 역할을 긍정적으로 인식할수록 인권친화적 경찰활동의 필요성을 높게 인식하는 것으로 나타났으며, 두 가지 형태의 부정적 경찰경험 모두에서 유의한 조절효과가 확인되었다.

Public support for human rights-oriented policing increasingly depends on how citizens perceive the police as responsible actors in protecting human rights. Such perceptions shape not only evaluative judgments but also the broader legitimacy and direction of police activities in democratic societies. However, empirical research has rarely examined how citizens’ perceptions of the police role in human rights protection translate into support for human rights-based policing policies, nor how their experiences of police contact influence this process. protection and their perceived need for human rights-friendly policing, and empirically tests the moderating effect of negative police contact—including involuntary encounters (such as stop-and-search, investigation participation, and arrest) and experiences involving human rights violations. The findings indicate that stronger perceptions of police responsibility for protecting human rights are associated with higher levels of support for human rights-oriented policing. Additionally, both types of negative police contact demonstrated statistically significant moderating effects, revealing that negative experiences can meaningfully shape the extent to which role perceptions translate into policy support. These results highlight the complex influence of police–citizen interactions and underscore the importance of procedural justice and value-based policing practices in strengthening police legitimacy and public trust.
