Global Digital Sovereignty Game: Reality,Challenges and China's Responses

全球数字主权博弈：现实、挑战与中国应对

Digital sovereignty is the natural extension of national sovereignty into the digital realm.Like traditional sovereignty,it manifests as a state's supreme jurisdiction within its own digital domain and its independent autonomy externally.This research finds that the concept of sovereignty has evolved from traditional sovereignty based on territorial boundaries,to cyber sovereignty transcending geographical limits,and further to digital sovereignty centered on data.This evolution reflects the historical transformation of human society from physical space to digital space.In terms of power dynamics,digital sovereignty represents the contention for and control over new strategic resources such as data,algorithms,and cyberspace infrastructure,becoming a new focal point of power competition among nations.Based on this,China should uphold a correct view of digital sovereignty,enhance its digital power,deepen international dialogue and cooperation,actively contribute to global digital governance solutions centered on the concept of a “Digital Community of Shared Future”, and promote the positive development of digital sovereignty within a framework of international cooperation,fairness,and justice.The conclusions of this study are significant for understanding the theory and practice of national sovereignty in the digital age and for enhancing China's discourse power in global digital governance.

数字主权是国家主权在数字领域的自然延伸，同传统主权一样表现为国家在数字领域的对内最高管辖权和对外独立自主权。研究发现，主权概念经历了从基于领土边界的传统主权，到突破地理限制的网络主权，再到以数据为核心的数字主权的演变，反映了人类社会从物理空间向数字空间拓展的历史转变进程。在权力逻辑上，数字主权表现为对数据、算法、网络空间基础设施等新型战略资源的争夺权和控制权，成为国家间权力竞争的新焦点。基于此，中国应贯彻正确数字主权观，提升数字权力，深化国际对话与合作，积极构建以“数字命运共同体”为核心理念的全球数字治理方案，推动数字主权在国际合作与公平正义的框架下实现良性发展。研究结论对于理解数字时代的国家主权理论与实践，以及提升中国在全球数字治理中的话语权具有重要意义。
