A Study on the Original Contributions of Xi Jinping’s Important Expositions on the Party’s Organizational Line in the New Era

Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has based itself on the “Two Overall Situations”. On the basis of thoroughly summarizing the historical experience of the Party’s century - long organizational development and scientifically analyzing the situation and tasks confronting the Party building in the new era, it has creatively put forward the Party’s organizational line for the new era. Employing historical analysis and textual analysis methods, this paper reviews relevant academic researches, traces back the theoretical and historical context of Marxist political party organizational building, and further clarifies the theoretical, historical and practical logical principles underlying the proposal of the Party’s organizational line for the new era.The study holds that Comrade Xi Jinping’s important expositions on the Party’s organizational line for the new era have, at the theoretical level, made the first scientific summary of the Party’s organizational line and achieved a historic leap in the Marxist theory of party building. In terms of strategic layout, they have established the focus on “strengthening the organizational system”, realizing a significant leap from element-oriented development to systematic development. In terms of ideological methods, they have organically integrated ideological Party building with organizational Party building at the level of the Party’s line. In practical terms, they have coordinated the work related to cadres and talents, providing fundamental guidelines for forging the backbone forces for the great cause of national rejuvenation. These original contributions have deepened the understanding of the laws governing the governance of the Communist Party and offered scientific guidance for advancing the great new project of Party building in the new era.

党的十八大以来，以习近平同志为核心的党中央立足于“两个大局”，在深刻总结党的百年组织建设历史经验、科学分析新时代党的建设面临的形势任务基础上，创造性地提出了新时代党的组织路线。本文运用历史分析与文本分析法，回顾学界相关研究，溯源马克思主义政党组织建设的理论与历史脉络，进而阐明新时代党的组织路线提出的理论、历史与实践逻辑遵循。研究认为，习近平关于新时代党的组织路线的重要论述，在理论层面首次对党的组织路线作出科学概括，实现了马克思主义建党学说的历史性飞跃；在战略布局上确立“以组织体系建设为重点”，实现了由要素建设向系统建设的重大跃升；在思想方法上将思想建党与组织建党在路线高度有机结合；在实践层面统筹干部与人才工作，为锻造复兴伟业骨干力量提供了根本遵循。这些原创性贡献深化了对共产党执政规律的认识，为推进新时代党的建设新的伟大工程提供了科学指引。
