The Role of Enhancing Social Governance Efficiency in Improving the Grassroots Petition System

The petition system is an important component of China's democratic politics and a key link in grassroots social governance. Its improvement is closely related to the enhancement of social governance efficiency. By analyzing the current situation of grassroots petitions—characterized by concentrated issues, a steady decline in the total number of cases, and gradual improvement in regulations—this paper identifies challenges such as complex conditions, resource waste, institutional incoherence, and breaching of policy bottom lines. It emphasizes that, guided by the enhancement of social governance efficiency, the improvement of the grassroots petition system should be advanced through consensus‐building based on people-oriented principles, expanded service provision via social participation, institutional standardization through the rule of law, and targeted public education. This will clarify the functional positioning of the petition system, construct diversified participation mechanisms, and transform its effectiveness into improved national governance performance.

信访制度是我国民主政治的重要组成部分，也是基层社会治理的关键环节，其完善与社会治理效能提升密切相关。通过分析当前基层信访呈现问题集中化、总量稳降、法规渐完善的现状，厘清其存在形势复杂、资源浪费、体制不顺、突破政策底线等问题，强调以社会治理效能提升为导向，通过民本化凝聚共识、社会化丰富服务、法治化规范制度、精准化宣传教育推动基层信访制度在明确功能定位、构建多元参与机制中不断完善，更好转化为国家治理效能。
