How Can Communities Respond to Housing Insecurity among International Students? : Developing a Community-Based Housing Support Platform in Chuncheon, South Korea

This study investigates the housing instability experienced by international students in Chuncheon-si, a city facing structural challenges by demographic decline and population aging The research aims to identify the underlying factors contributing to housing insecurity among foreign students and to propose practical countermeasures. A mixed-methods approach was employed, combining statistical data analysis, surveys of international students, and interviews with key stakeholders, including local government officials, university administrators, and licensed real estate agents. The findings reveal that the primary drivers of housing instability include the absence of targeted support policies for international students, limited institutional awareness, insufficient dormitory capacity, and a range of related housing issues. Based on these results, the study recommends the establishment of a publicly operated housing support platform, suggesting that such an initiative could not only stabilize the housing conditions of international students but also address broader regional issues, revitalize the local economy, and foster social integration.
