Despite continued governmental efforts, provincial cities keep declining as residential hollowing-out deepens. This study argues that understanding ownership distribution and transfers is essential before physical interventions, examining their link to hollowing-out through a regeneration-district case study. Findings show that real vacancy levels far exceed official figures: nearly 70% of dwellings have undergone ownership outflow—rising sharply since the 2000s, often toward distant regions. Most vacant houses overlap with outflow properties, while inherited units represent about 30% but remain a secondary factor. Homes with ownership transfer are four times more likely to become vacant, and regeneration projects can unintentionally accelerate outflows. The study concludes that vacancies are a symptom, rooted in fragile ownership structures and weakened resident communities. Policy should prioritize ownership outflow over visible vacancies, using strategies tailored to regional realities to mitigate structural hollowing-out.
