중소기업의 탄소중립 대응 격차 해소를 위한 정책 지원서비스 AI 에이전트 설계

Designing an AI Agent for Policy Support Services to Bridge the Carbon Neutrality Response Gap for Small and Medium-sized Enterprises

본 연구는 2050 탄소중립 목표 달성을 위해 중소기업 맞춤형 AI 기반 정책 지원 프레임워크를 제안한다. 자원과 정보 접근성이 제한적인 중소기업을 위해 소형 언어 모델(sLLM)과 검색 증강 생성(RAG) 아키텍처를 결합한 AI 에이전트를 설계하였다. 이 시스템은 자연어 이해, 기업 프로파일링, 정책 매칭, 실행 지원의 네 가지 모듈로 구성되며, 강화학습을 통해 기업별 최적화된 정책을 제공한다. 중소기업 487개사 대상 실증 결과, 정책 탐색 시간 68.5% 단축, 활용 의향 83.7% 증가 효과를 확인하였다. 본 연구는 중소기업의 탄소중립 격차 해소와 녹색 전환 촉진에 기여한다.

This study proposes an intelligent AI-based policy support framework to enhance policy accessibility and personalized support for SMEs to achieve the 2050 carbon neutrality goal. For SMEs with resource and information access limitations, we design a policy support AI agent that combines a smaller Large Language Model(sLLM) with a Retrieval-Augmented Generation(RAG) architecture. The agent consists of four core modules: natural language understanding, company profiling, policy matching, and execution support, and provides customized policy packages for each company through context-aware recommendations and reinforcement learning. A survey of 487 SMEs in Korea and usability testing of the prototype demonstrated the effectiveness of policy accessibility and customized support, including a 68.5% reduction in policy search time and an 83.7% increase in intention to use. This study has academic and practical implications for bridging the gap in SMEs' carbon neutrality implementation and promoting sustainable green transition.
