Development and Validation of the Global Competency Scale for High School Students Using the Scenario Method

This study aimed to develop and validate a scenario-based scale to assess high school students’ global competency. Based on a comprehensive literature review, global competency was conceptualized as comprising three sub-domains-Global Awareness, Global Attitude, and Global Practice-each of which was further delineated into three sub-elements. To reduce response bias commonly associated with Likert-type self-report measures, the scenario method was employed. An initial version of the scale, consisting of 9 scenarios and 36 items, was developed. Content validity was examined by a panel of ten experts in educational measurement and evaluation, and face validity was assessed through a focus group interview with eight high school students. After revisions based on their feedback, data were collected from 209 second-year high school students in Busan, South Korea. The results indicated that the final version of the Global Competency Scale for High School Students using the scenario method, comprising 9 scenarios and 18 items, demonstrated satisfactory levels of construct validity and reliability. This study contributes a psychometrically sound and authentic diagnostic tool for assessing and supporting the development of global competency in high school education.
