서울시 주택재개발 사업진행 영향요인 분석 : 도시정비법 개정을 중심으로

Analysis of Factors Influencing Seoul’s Housing Redevelopment Projects

본 연구의 목적은 서울시 주택재개발사업의 단계별 사업추진 영향요인을 밝히는 것이다. 사업결정단계는 정비구역 지정해제 결정요인에 대한 로지스틱 회귀분석을 통해 아파트 분양가가 낮고, 노후주택 비율이 높으며, 생계급여 수급자 비율이 낮고, 조합설립 전이면 해제 가능성이 높은 것을 밝혔다. 사업기간 영향요인에 대한 다중회귀분석 결과, 조합설립단계 사업기간은 조합원 수가 많고, 추진위설립시 금리변동률이 클수록 단축되었으며, 추진위설립시 경제성장률이 높고, 조합설립시 미분양주택 수가 많으며, 정비사업 신정책구상이 적용되면 증가한 결과를 보였다. 정비계획단계 사업기간은 조합원 수가 많고 자치구 평균 아파트 분양가, 사업시행인가시 금리변동률이 높으면 증가하고, 사업시행인가시 물가변동률, 관리처분계획시 지가변동률, 정비사업 신정책구상 적용에 의해 증가한다. 건설공사단계 사업기간은 구역면적이 넓고, 관리처분인가시 미분양 주택이 많고, 물가변동률이 높고, 정비사업 신정책구상이 적용되면 증가하는 결과를 보인다. 양질의 주택공급을 확대하기 위해 정책적인 재검토가 필요하다.

This study examines the factors that influence the progress of Seoul’s urban redevelopment projects. At the decision stage, a logistic regression of the cancellation of district designation shows a higher probability of cancellation when the district apartment presale prices and the Basic Livelihood Security recipients’ share are lower, older housing share is higher, and no redevelopment association exists. The duration of the association formation is shortened by larger membership and greater interest-rate fluctuations at the time of establishment of the committee, but increases with higher simultaneous economic growth, more unsold housing at the time of association’s authorization, and the introduction of new policies. In the planning phase, the duration is longer due to larger membership, higher district presale prices, higher interest-rate fluctuation at project-implementation approval, higher inflation at project approval, faster land price growth at management-plan approval, and new policies. In larger site area, more unsold housing at management-plan approval, increased inflation, and the new policy lengthen the construction phase. To increase the availability of high-quality housing, policies must be reevaluated.
