장애인 평생교육기관 프로그램 운영 실태 및 장애인 평생교육사 도입 필요성에 대한 실무자의 인식

Current stauts of Lifelong Education Program Operations for Persons with Disabilities and Practitioners’ Perceptions of the Need to Introduce Lifelong Learning Specialist for the Disabled

연구목적: 본 연구는 장애인 평생교육기관의 프로그램 운영 실태를 분석하고, 이를 토대로 장애인 평생교육사 제도 도입 필요성에 대한 실무자 인식을 탐색하는 데 목적이 있다. 연구방법: 부산, 경남, 경기, 경북, 서울, 인천지역의 장애인 평생교육 프로그램 실무자 103명을 대상으로 구글폼을 활용한 온라인 설문조사를 실시하였다. 연구결과: 첫째, 대부분의 기관이 다양한 프로그램을 운영하고 있었으나 운영의 균형성과 전문성 측면에서는 한계가 확인되었다. 둘째, 실무자들은 장애인 평생교육사 제도 도입의 필요성을 대체로 높게 평가하였다. 셋째, 기관 운영 현황에 따른 인식 차이는 통계적으로 유의하지 않았다. 결론: 장애인 평생교육사 제도 도입은 평생 교육 현장의 전문성 강화와 함께 장애인의 학습권 보장 및 사회참여 확대에 기여할 것으로 기대된다.

Purpose: This study analyzed the current status of lifelong education programs for people with disabilities and explored practitioners’ perceptions of the need to introduce a Lifelong Specialist for Persons with Disabilities system. Method: A survey was conducted with 103 practitioners operating such programs for in Busan, Gyeongnam, Gyeonggi, Gyeongbuk, Seoul, and Incheon using an online Google Forms questionnaire. Results: First, although most institutions offered various lifelong education programs for people with disabilities, limitations in balance and professionalism remained. Second, practitioners showed a high perceived need for introducing the Lifelong Learning Specialist for Persons with Disabilities system. Third, no statistically significant differences in these perceptions appeared according to each institution’s operational status. Conclusion: Introducing the Lifelong Learning Specialist for Persons with Disabilities system is expected to strengthen professionalism in lifelong education and support the learning rights and social participation of people with disabilities.
