영국의 EFA(English for Action) 연구 : 정부 주도 이민자 한국어교육에 대한 비영리민간법인의 보완적 교육 제안을 위하여

A Study of the UK’s EFA (English for Action) for Suggestions on Non-Profit Civil Organizations in Supplementing Government-led Korean Language Education for Immigrants

지금까지 이민자를 위한 한국어교육은 법무부 주도의 사회통합프로그램(KIIP)에서 주로 이루어져 왔다. 그 결과, 거시적인 교육과정 개발, 교육내용의 표준화 등에서는 긍정적인 성과를 거두었지만, 정부주도라는 특성상 획일적인 교육과정, 교실현장의 요구와 이민자들의 인권에 대한 비민감성 등이 문제점으로 지적되어 왔다. 본 연구는 비영리민간법인의 적극적인 참여가 정부 주도의 이민자 한국어교육에 대한 보완적인 해결방안이 될 수 있다고 보고, 대표적인 다문화국가인 영국에서 현재 활발하게 활동하고 있는 EFA의 이민자 영어교육을 살펴보았다. EFA(English for Action)는 영국의 대표적인 비영리민간법인으로서 2006년부터 이들이 시행하고 있는 이민자를 위한 영어교육 프로그램은 영국 정부의 예산삭감으로 인한 이민자 영어교육의 공백을 성공적으로 보완해 주었다는 평가를 받고 있다. 본고는 EFA의 교육과정, 교육내용, 학습활동 등을 살펴 그 특성을 분석하고, 분석과정에서는 EFA 조직 및 교육 책임자를 직접 인터뷰함으로써 연구의 실제성을 높이고자 하였다. 분석결과를 바탕으로 비영리민간법인의 이민자 한국어교육의 방향을 제안해 보았다. Korean language education for Immigrants has largely been implemented through the Ministry of Justice’s KIIP(Korea Immigration and Integration Program). While this government-led initiative has achieved positive outcomes in curriculum development and content standardization, it has also been criticized for its uniformity, limited responsiveness to classroom needs, and lack of sensitivity to immigrant's own rights. This study explores the potential role of non-profit civil organizations as a complementary approach to government-led immigrants' language education. To this end, it examines the immigrants' English education programs of English for Action (EFA), a representative non-profit civil organization in the UK that has successfully addressed gaps caused by government budget cuts since 2006. Through this analysis of EFA’s curriculum, content, and classroom activities, enriched by interviews with a teacher organizer, this study identifies key characteristics of non-profit civil organization-led immigrants' language education. Based on these findings, this study proposes directions for the involvement of non-profit civil organizations in Korean language education for Immigrants.
