AI･디지털 기반 공교육 지원사업의 사회경제적 효과 분석: 디지털새싹사업을 중심으로

An Analysis of the Socio-economic Effects of AI and Digital-Based Public Education Innovation Projects: Focusing on the Digital Sprout Program

본 연구는 초·중등 단계의 SW·AI 교육 확대 정책으로 추진 중인 디지털새싹 사업의 사회경제적 효과를 계량적으로 분석하는 데 목적이 있다. 분석을 위해 생산자 관점의 산업연관분석과 소비자 관점의 대체비용법을 적용하였으며, 2024년 집행 실적을 비목별·산업별로 대응시켜 생산·부가가치·고용 파급효과와 사교육비 절감효과를 추정하였다. 주요 결과는 다음과 같다. 첫째, 산업연관분석에 따르면 총투입 627.3억 원은 767.1억 원의 생산유발(승수 1.22)과 446.4억 원의 부가가치 유발(승수 0.71)이 있었다. 교육서비스업이 전체 생산유발의 약 26%를 담당했고, 도매·전문 서비스·소프트웨어 등 지식기반 산업으로 파급이 확산되었다. 둘째, 고용 측면에서 총 881명의 취업유발 효과가 확인되었으며, 수도권은 고부가가치 중심, 비수도권은 고용 중심의 효과가 나타났다. 셋째, 대체비용 추정 결과 사업을 통해 공교육이 민간 교육 서비스를 대체하며 연간 약 384억~798억 원의 사교육비 절감효과가 발생한 것으로 나타났다. 분석 결과를 토대로 디지털새싹 사업은 교육적 성과를 넘어 산업·지역·가계에 걸친 다층적 편익을 동반하는 사업임을 확인하고, 다년도 사업 설계 및 안정적인 재정 지원, 성과관리 체계 구축 등을 통해 효과의 누적과 확산을 도모할 것을 제안하였다.

This study aims to quantitatively analyze the socio-economic effects of the Digital Sprout Program(DS), a policy to expand SW and AI education at the elementary and secondary levels. To this end, an input–output analysis and a replacement cost method were applied. Using the 2024 expenditure data, the study estimated the induced effects on production, value added, and employment, as well as the reduction in private education costs. The main findings are as follows. First, according to the input-output analysis, the total input of 627.3 billion won generated 767.1 billion won in induced production (multiplier 1.22) and 446.4 billion won in induced value added (multiplier 0.71). Second, in terms of employment, the analysis estimated an employment-inducing effect equivalent to 881 persons. The metropolitan area showed a high-value-added effect, while the non-metropolitan area showed an employment-centered effect. Third, the replacement cost analysis revealed that public education substituted for private education services, resulting in an annual reduction of private education expenditures estimated at KRW 38.4–79.8 billion. Based on these findings, the DS was confirmed to deliver multi-layered benefits extending beyond educational outcomes to encompass industry, regions, and households. It was proposed that the project's cumulative and widespread impact be pursued through multi-year program design, stable financial support, and the establishment of a performance management system.
