한말 자위단의 설치와 실패 - 마쓰이 시게루의 자치론을 중심으로

The Establishment and Failure of the Jawi-dan in the late Korean Empire: Focusing on Matsui Shigeru's Theory of Self-Governance

한말 자위단은 1907년 이후 전국적으로 확대되었으나, 조직적 기반과 실제 운영 사이에는 큰 간극이 존재하였다. 자위단은 호구 조사, 무기 수거, 적정 정찰 등의 임무를 부여받았지만, 병기 확보가 미흡했고 재정적 뒷받침도 부족했다. 주민 참여는 강제되거나 소극적으로 이루어졌으며, 활동 범위 역시 지역에 따라 불균형하게 나타났다. 의병의 영향이 강한 지역에서는 보복에 대한 우려로 자위단이 제대로 운영되지 못했고, 의병이 없는 지역에서는 필요성을 느끼지 못한 채 형식적인 조직만 유지되었다. 일부에서는 사적 감정에 따른 고발, 기강 문란, 비용 부담 문제까지 발생하면서 조직의 신뢰도가 저하되었다. 본 연구는 이러한 운영 실패의 배경을 경무국장인 마쓰이 시게루의 인식 구조에서 추출한다. 그는 자치를 공덕에 기반한 문명사회의 산물로 이해했으며, 아직 자치의 역량이 부족하다고 판단한 한국 사회에 이를 적용하는 데 부정적이었다. 그는 자위단을 자발적인 민간조직이 아닌 미숙하고 불안정한 단체로 인식했으며, 실제 치안 보조 전력으로서 기능하기 어렵다고 보았다. 또한 헌병의 영향력 확대 시도, 일진회의 개입과 독점 경향, 한국인 경찰에 대한 낮은 신뢰라는 세 가지 요인은 자위단 활성화를 더욱 억제하였다. 이로 인해 조직의 확장 속도와 달리 실질적인 개선 조치는 거의 이루어지지 않았고, 자위단은 제도적인 보완 없이 방치되다 빠르게 형해화되었다.

The Jawi-dan expanded nationwide after 1907, yet a clear gap existed between its formal structure and actual operation. Although tasked with household registration, weapon collection, and reconnaissance, it lacked arms, funding, and sustained participation. In many regions, residents joined reluctantly or remained inactive; where Righteous Army forces were strong, fear of retaliation hindered activity, while in peaceful areas the corps survived only nominally. Personal denunciations, weakened discipline, and financial burden further eroded public trust and exposed the fragility of the organization. This study argues that the Jawi-dan’s failure stemmed not only from internal weakness but also from the perceptions of Matsui Shigeru, Director of the Police Bureau. Viewing self-governance as a product of a morally cultivated and civilized society, he regarded Korea as unready for such autonomy. The Jawi-dan thus appeared to him as an immature and unreliable body, unfit to function as policing support. His reluctance was reinforced by three factors: the attempted dominance of policing authority by the Kempeitai, the monopolizing role of the Iljinhoe, and low confidence in Korean police personnel. Consequently, despite rapid expansion, no substantial reform was implemented, and the organization hollowed out without institutional reinforcement.
