본 연구에서는 충남RISE 참여대학들의 중점추진사업 키워드를 도출하여 기본계획의 방향 및 내용이 대학이 실제 제출한 사업계획서 방향 및 내용과 얼마나 일치하는지 확인하였다. 또한 충남RISE 기본계획의 방향 및 내용과의 부합성이 대학별로 차이가 있는지 확인하고 대학별로 단위과제별 동형화 현상이 나타나고 있는지 알아보았다. 충남RISE 참여 대학들의 중점추진사업의 키워드를 도출한 결과, ‘창업’, ‘기술’, ‘산업’, ‘기업’, ‘협력’, ‘참여’ 등의 키워드가 압도적으로 높은 빈도로 나타나 충남RISE 기본계획과 정합성을 보여주었으나, 충남RISE 기본계획과 참여 대학 사업계획서 간 유사도가 대학 간 편차가 있는 것으로 나타났으며 특정 프로젝트·단위과제에서 동형화가 집중적으로 발생한 것을 확인하였다. 이러한 분석 결과는 지자체와의 협력을 통하여 대학의 사업계획 고도화가 이루어질 수 있도록 지자체 차원의 정책적 지원과 성과관리 방안 마련이 필요함을 시사한다.
This study identifies the key topics of strategic initiatives proposed by universities participating in the Chungnam RISE program and examines the extent to which the direction and content of the master plan align with the directions and contents of the actual university project proposals. In addition, the study investigates whether the degree of congruence between the Chungnam RISE master plan and the university project proposals varies across universities, and whether isomorphic tendencies are observed across specific tasks at the university level. The analysis of keywords for the major initiatives proposed by the participating universities reveals that terms such as “entrepreneurship,” “technology,” “industry,” “enterprise,” “collaboration,” and “participation” appeared with notably high frequency, indicating strong alignment with the Chungnam RISE master plan. However, the degree of similarity between the master plan and university project proposals varied among universities. Furthermore, the similarity analysis of university project proposals showed that mimetic and normative isomorphism were concentrated in certain projects and unit tasks. These findings suggest that cooperation with local governments is essential for the advancement of university project planning, and indicate the need for policy support and performance management strategies at the municipal level.
