An Analysis of the Operational Status and Requirements of Substitute Teacher System in Early Childhood Education Institutions

Objective: The purpose of this study is analyze the operational status of the substitute teacher system in early childhood education institutions. Methods: This study conducted an online sur-vey targeting directors, vice-directors, and teachers at kindergartens and nursery schools across Gangwon-do. A total of 186 valid questionnaires were used for the final analysis. The collected data were analyzed using descriptive statistics, frequency analysis, chi-square tests, independent samples t-tests, and one-way ANOVA with SPSS 24.0. Results: Most institutions experienced the hiring of substitute teachers for staff leave or training. The primary difficulty reported was the immediate placement of a teacher when needed. Overall satisfaction with the system was similar between kindergartens and nursery schools, but a strong consensus emerged on the necessity of establishing a sufficient personnel pool for the system’s smooth operation. Conclusions: Based on the findings, this study proposes a framework for an integrated personnel support system for early childhood education institutions to support the integration of education and care, and dis-cusses that its effectiveness depend on expanding the personnel pool, streamlining administrative procedures, and ensuring equity among institutions.
