The Necessity and Role of Establishing an Agency Internationale for Artificial Intelligence (AIAI) in Morocco as a Leading State

Purpose: Artificial intelligence (AI) technology is rapidly transforming human society and reshaping global systems. However, its advancement also generates significant ethical, socioeconomic, and security challenges. Despite AI’s transformative potential, the current international governance framework lacks the structure necessary to manage and regulate its global implications. This paper argues for the establishment of an independent Agency Internationale for Artificial Intelligence (AIAI)—modeled after the International Atomic Energy Agency (IAEA)—to ensure responsible development, deployment, and oversight of AI technologies. The paper further proposes Morocco as a strategic host nation, based on its strategic Atlantic positioning, competitive operational ecosystem, and existing collaboration with advanced AI firms such as South Korea’s Naver. Method: This white paper synthesizes institutional governance models, with particular reference to the IAEA as a historical case study of effective international oversight of high-impact technology sectors. The analysis compares governance gaps in current AI policymaking frameworks at global, regional, and national levels. The study also integrates geopolitical evaluation criteria—economic feasibility, technological readiness, international partnerships, and cross-regional accessibility—to assess Morocco’s suitability as the foundational base for AIAI. Policy documents, expert reports, and global regulatory trends were examined to define the necessary roles, structure, and operational mechanisms of the proposed agency. Results: The research identifies that current AI regulation remains fragmented, regionally inconsistent, and insufficient to address emerging risks such as algorithmic bias, autonomous systems misuse, cybersecurity vulnerabilities, and geopolitical weaponization of AI. Lessons from the IAEA model indicate that international oversight bodies can balance innovation with security, transparency, and ethical compliance. The findings further demonstrate that Morocco holds geopolitical and economic advantages as a hub for the AIAI due to its access to major global markets, operational scalability, and existing AI partnerships. The proposed AIAI structure includes functions such as global standard-setting, AI safety certification, risk management coordination, research facilitation, dispute resolution, and advisory functions for national governments. Conclusion: This paper concludes that the creation of an Agency Internationale for Artificial Intelligence (AIAI) is a necessary global response to the accelerating pace and societal disruption posed by AI technologies. Establishing the AIAI in Morocco would support inclusive governance and ensure AI development benefits all regions rather than reinforcing existing inequalities. The proposed agency represents a critical step toward building an ethically grounded, secure, and collaborative global AI ecosystem. The successful implementation of AIAI will require strong multilateral support, transparent governance, sustainable funding structures, and long-term commitment. Ultimately, the agency will serve as a guiding force to ensure AI contributes to human prosperity, global stability, and sustainable development.
