본 연구는 2006-2023년 후진타오 시기(제15차~16차)와 시진핑 시기(제17차~19차) 중국공산주의청년단(공청단) 전국대표대회 제1서기 보고서와 최고 지도자의 연설문을 분석하여 최고 지도부와 공청단이 인식하는 청년 문제와 공청단 기능의 변화 양상을 비교한다. 분석 방법으로 빈도 분석, 로그 비율 분석, KWIC 분석이 사용되었다. 분석 결과는 최고 지도부의 담론 변화가 공청단 내부 담론에 반영되었음을 보여준다. 지도자의 변화는 공청단이 엘리트 양성 기반에서 조직의 개혁을 촉구하고 있으며, 청년에 대한 정책도 변화되고 있음을 실증적으로 확인하였다. 공청단은 후진타오 시기 청년 요구 충족과 육성 기능 중심의 조직에서, 시진핑 시기 청년에 대한 당-국가의 이데올로기 전수와 민족주의 배양 등 선전과 동원을 강조하는 정치 조직으로 전환되었다. 비록 본 연구는 비록 공청단 제1서기의 보고서를 분석하여 공청단의 자기 인식과 스스로를 재정의 하는 방식은 파악했지만, 이러한 변화가 공청단이 자발적으로 추진한 상향적 자생 전략인지, 혹은 당 지도부 주도의 하향적 재설정인지 규명하지 못했으며 후속 연구로 남겨놓는다.
This study analyzes the reports of the First Secretaries and the addresses by the top leaders at the National Congresses of the Communist Youth League of China(CYL) during the Hu Jintao era(15th-16th Congresses) and the Xi Jinping era(17th 19th Congresses). It compares and contrasts how the top leadership and the CYL itself defined youth issues and the CYL’s role under Hu Jintao and Xi Jinping. Frequency analysis, log-ratio analysis, and Key Word in Context(KWIC) analysis were employed as analytical methods. The results demonstrate that the discourse of the top leadership is largely mirrored in the CYL’s internal discourse during these eras. The shift in leadership confirms a change in the CYL’s policy orientation toward youth, along with the league’s transition from an elite cultivation base to an organization advocating internal reform. The CYL transformed from an organization primarily focused on responding to youth demands and nurturing youth development during the Hu era to a political body under Xi, where the functions of ideological indoctrination, nationalist cultivation, propaganda, and mass mobilization are emphasized. Although this study identified how the League perceives and redefines itself, it did not determine whether such changes were the result of the League’s autonomous, bottom-up strategy or a top-down reconfiguration led by the Party leadership, leaving this question for future research.
