대통령 리더십의 변화와 한중관계 - 이명박·박근혜 대통령을 중심으로

Changes in Presidential Leadership and Korea-China Relations : Focusing on Lee Myung-bak and Park Geun-hye

본 연구는 한국의 리더십 변화가 대중국 정책과 관계에 미쳤던 영향을 고찰하고, 이로써 새로운 시기를 전망하며 시사점을 찾아보고자 하였다. 이를 위해 현존하는 구조와 행위자가 상호작용을 통해서 새로운 구조를 만드는 과정이 반복되는 순환적 형태주의 시각을 전제하였고, 마가렛 허만의 대통령 리더십 모델을 활용하였다. 이에 따르면 이명박 대통령은 ‘실용적 과업지향 관리자의 리더십’으로 구분되었고, 박근혜 대통령은 ‘규범적 상징정치형 리더십’으로 규정할 수 있었다. 구체적으로 살펴본다면 두 리더는 모두 비교적 높은 과업지향성과 권력지향성을, 낮은 인지적 복합성 특성을 가진 리더였다. 그러나 실용과 경제를 강조한 이명박 대통령 시기와 다르게 박근혜 대통령 경우는 전반기 규범적 상징정치형, 선택적 관계지향의 외교를 지향해 일시적으로 한중관계에 전임과 달랐던 유의미한 구조적 차이를 만들게 되었다 이러한 리더십 변화가 얼마나 영향을 미쳤는지, 그리고 미칠지는 확실히 단정하기 어렵다. 그러나 이명박, 박근혜 대통령 초기는 국내외 환경의 변화가 비교적 작았기 때문에 이처럼 두드러진 리더십 변화는 유의미한 영향을 미쳤을 것으로 생각한다. 2025년 행위자 변수가 다시금 두드러지는 시점에 달라진 리더십이란 변수를 고려하여 향후 한중관계 변화의 행보를 나름대로 전망하고 적절하게 대비할 수 있기를 기대한다.

This study examines how shifts in South Korean presidential leadership have influenced policy and relations with China, and draws implications for the emerging strategic environment. The analysis applies a cyclical structuration perspective, in which structures and actors mutually shape one another, and employs Margaret Hermann’s presidential leadership model. Within this framework, President Lee Myung-bak is classified as exhibiting “pragmatic, task-oriented managerial leadership,” while President Park Geun-hye demonstrates “normative, symbolic-political leadership.” Both leaders display high task orientation and power motivation, with low cognitive complexity. However, unlike Lee’s pragmatic and economicaly focused approach, Park’s early presidency emphasized normative symbolism and selective relationship-oriented diplomacy, creating a temporary but meaningful structural shift in South Korea-China relations. Although the precise impact of these leadership changes is difficult to quantify, the relative stability of domestic and international contexts during their early terms suggests that such shifts likely had substantive effects. As agency becomes increasingly salient in 2025, recognizing leadership variation may help anticipate and prepare for future developments in South Korea-China relations.
