CIPP 평가모형에 의한 군 사이버대학(e-MU) 교육과정의 평가준거 개발

The Development of Evaluation Criteria for electronic-Military University(e-MU) Curriculum Based on the CIPP Evaluation Model

본 연구는 국방부에서 운영 중인 군 사이버대학 교육과정의 체계적 평가를 위해 CIPP 모형을 적용한 평가준거 개발을 목적으로 하였다. 이를 위해 문헌 및 선행연구 분석을 통해 평가준거(평가요인과 평가문항)를 도출하고, 전문가 집단 의견조사와 군 사이버대학 재학생을 대상으로 한 설문조사를 실시하여 실질적 적합성과 타당성을 검증하였다. 개발된 11개 평가요인과 72개 평가문항에 대해 탐색적 요인분석과 신뢰도 분석을 실시한 결과, 평가준거가 도구로서 타당성과 신뢰성을 지니는 것으로 확인되었다. 본 연구는 산·학·군 협력체계 하에서 군 특성화고, 임기제부사관제와 연계하여 운영되는 군 사이버대학 교육과정 전반을 유기적이고 체계적으로 평가할 수 있는 최초의 준거를 마련하였으며, 이를 통해 의사결정자의 정책 효과성 평가 및 교육과정 개선에 실질적 정보를 제공할 수 있게 되었음을 시사한다. 이를 위해 산·학·군 기술인력 협력 육성 사업의 안정적인 정착을 위한 꾸준한 노력과 군 사이버대학 사업에 대한 과감한 예산 집행이 요구된다.

The purpose of this study was to develop evaluation criteria that applied the CIPP model for systematic evaluation of electronic-Military University(e-MU) curriculum operated by the Ministry of National Defense. To this end, evaluation criteria (evaluation factors and evaluation questions) were derived through literature and analysis of previous studies, and practical suitability and validity were verified by conducting a group opinion survey of experts and a survey of students enrolled in electronic-Military University(e-MU). As a result of exploratory factor analysis and reliability analysis on 11 evaluation factors and 72 evaluation questions developed, it was confirmed that the evaluation criteria have validity and reliability as a tool. This study established the first criteria for organically and systematically evaluating the entire electronic-Military University(e-MU) curriculum operated in connection with military specialized high schools and the term systematic non-commissioned officer system under the industry, academia, and military cooperation system, suggesting that practical information can be provided for decision makers' policy effectiveness evaluation and curriculum improvement. This suggests that constant efforts are required to establish a stable settlement of industrial, academic, and military technical manpower cooperation development projects and bold budget execution for electronic-Military University(e-MU) projects.
