Objectives: This study aimed to identify the core tasks required for novice dental hygienists with fewer than three years of clinical experience and to develop job-based integrated case items reflecting these tasks, thereby providing foundational data for the improvement of the national dental hygiene examination. Methods: Core minimum tasks were derived, and integrated case items were constructed accordingly. Content validity was evaluated by three educational experts and three clinical experts using a structured assessment. Results: Among six job areas, four were selected. Six middle-level categories and 15 subcategories, including sterilization monitoring and dental examination, were identified. On this basis, three core tasks—dental examination, professional toothbrushing and education, and oral care for patients with systemic diseases—were chosen for case item development. Each task was represented by one clinical case with two sub-items. The mean content validity score was 3.47, and the item-level content validity index (I-CVI) ranged from 0.80 to 1.00, confirming satisfactory validity. Conclusions: This study identified core tasks for novice dental hygienists and developed integrated case items reflecting these competencies. The findings are expected to serve as foundational evidence for future revisions of the national dental hygiene licensing examination.
