자치경찰제 시행에 따른 지역안전지수의 변화 분석: 2019~2024 연도별 비교

An Analysis of Changes in the Local Safety Index Following the Implementation of the Autonomous Police System: 2019∼2024

본 연구는 2021년 7월 자치경찰제 전면시행이 지역 사회 안전수준에 미친 영향을 실증적으로 분석하였다. 이를 위해 행정안전부의 지역안전지수 자료를 활용하여 2019~2024년 데이터를 검토하였으며, 교통사고·범죄·생활안전 3개 분야와 종합등급을 중심으로 평균 비교, 시계열 분석, 광역지자체별 변화량 분석을 수행하였다. 분석 결과, 제도 시행 전후 종합등급의 유의한 차이는 확인되지 않았다. 광역지자체별·분야별로 상이한 변화가 나타났다. 이는 자치경찰제가 전국 단위 평균에서는 뚜렷한 효과를 보이지 않았으나, 지역 맥락과 집행 여건에 따라 성과가 달라질 수 있음을 시사한다. 본 연구는 자치경찰제와 지역안전지수의 연계를 통해 제도 효과를 검증한 초기 시도로서, 향후 질적 요인과 장기 시계열 분석을 포함한 후속 연구의 필요성을 제기한다. 본 연구는 자치경찰제 시행 효과를 계량적 지표를 통해 검증함으로써, 향후 치안 정책의 성과평가와 제도 개선 논의에 기초자료를 제공한다는 의의를 지닌다.

This study examines the impact of the nationwide implementation of the autonomous police system in July 2021 on local safety levels in Korea. Using Local Safety Index(LSI) data from 2019 to 2024, the analysis focuses on three domains directly related to police responsibilities - traffic accidents, crime, and living safety - along with the average safety grade(safety_ave). Descriptive statistics, independent-sample t tests, time-series comparisons, and inter-regional variation analyses were employed. The results indicate no statistically significant nationwide change before and after implementation. However, variations across metropolitan governments revealed heterogeneous effects, with some regions showing improvements while others experienced deterioration. These findings suggest that the system produced limited short-term effects at the national level, but its outcomes differed according to local contexts and administrative capacities. This study contributes to the early empirical evaluation of the autonomous police system by linking it with the LSI, and highlights the need for further research that incorporates qualitative dimensions and longer-term data. This study provides a quantitative basis for evaluating the outcomes of the autonomous police system and offers implications for future discussions on policing policy and institutional improvement.
