텍스트 마이닝을 통한 해군 처우에 대한 사회적 담론 연구

A study on public discourse about Republic of Korea Navy personnel treatment using text mining

한국군은 저출산으로 인한 병역자원 감소와 간부의 조기전역 증가로 심각한 인력운영 위기에 직면해 있으며, 특히 해군은 함상 근무라는 특수한 복무환경으로 인해 차별화된 처우 논의가 필요한 상황이다. 본 연구에서는 1990년부터 2025년까지 수집된 1,674건의 뉴스 기사를 대상으로 토픽 모델링과 키워드 분석을 실시하였다. 연구 결과, 해군 처우에 대한 언론 담론은 네 개의 주요 토픽으로 구분되었으며, 토픽 1은 '해군 복무에 대한 보상 및 근무환경 담론', 토픽 2는 '해군의 희생 및 보훈 담론', 토픽 3은 '제도 및 정책적 노력 담론', 토픽 4는 '병역제도 및 인권 담론'이었다. 시계열 분석 결과, 해군 처우에 대한 언론 보도는 2010년 천안함 피격사건을 계기로 본격화되어 지속적으로 증가하였으며, 전반적으로는 직접적인 처우개선 중심의 담론이 우세하였으나 천안함 피격사건, 대통령 선거 등 주요 사회적 이슈 발생 시기에는 사회적 인식 중심의 담론이 증가하는 패턴을 확인하였다. 본 연구는 텍스트 마이닝과 비정형 빅데이터를 활용한 실증 분석을 통해 해군 처우 담론의 전체적 지형을 객관적으로 파악하였다는 방법론적 의의를 가지며, 연구 결과는 해군 인력, 복지, 조직 문화 등 처우 개선을 위한 정책 수립의 기초자료로 활용될 수 있다.

The Korean military is facing a serious human resource crisis due to declining conscription resources resulting from low birth rates and increasing early retirement among officers and non-commissioned officers. In particular, the Navy requires differentiated discussions on personnel treatment because of the unique service environment of shipboard duty. This study conducted topic modeling and keyword analysis on 1,674 news articles collected from 1990 to 2025. The results revealed that media discourse on naval personnel treatment was divided into four major topics: Topic 1, “Discourse on Compensation and Working Environment for Naval Service”; Topic 2, “Discourse on Sacrifice and Veterans Affairs of the Navy”; Topic 3, “Discourse on Institutional and Policy Efforts”; and Topic 4, “Discourse on the Military Service System and Human Rights.” Time-series analysis showed that media coverage on naval personnel treatment began in earnest after the ROKS Cheonan sinking in 2010 and has continuously increased. Overall, discourse focused on direct improvement of treatment was predominant, but discourse centered on social perception tended to increase during major social events such as the Cheonan sinking and presidential elections. This study has methodological significance in objectively identifying the overall landscape of naval personnel treatment discourse through empirical analysis using text mining and unstructured big data. The findings can serve as foundational data for policy development aimed at improving naval personnel, welfare, and organizational culture.
